Job Description

Job Purpose

The purpose of the ECW Project Coordinator position is to manage the day-to-day implementation of the education project. The Education Project Coordinator will manage and direct all operations and supervise Education Officers, Assistant, Master Trainers and Couples.

The Duties and responsibilities may include but not limited to:

  • Adherence to War Child policies, guidance and procedures with strict adherence to the War Child Code of Conduct and Child Safeguarding Policy.
  • Implement EiE projects according to the plan of action.
  • Prepare and develop status and donor reports as required.
  • Representation in internal and external forums on behalf of the War Child Education Program.
  • Ensure capacity building of project and partner staff and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
  • Promote rights of refugees and the host community in-line with project SPHERE and INEE. Minimum Standards.
  • Assess in-country resources with relevant staff and agencies that assist in capacity building programs of project staff and stakeholders.
  • Design most appropriate education interventions based on the outcomes of assessments and the context.
  • In collaboration with national and international Education and Child Protection Actors, map current institutional response capacities – including conducting an education specific tasks.
  • Work closely with project staff, (WASH, child protection Health and Nutrition) to ensure that the implementation of relevant activities is planned and implemented in a phased and prioritized manner in full consultation and co-ordination with all relevant agencies both governmental and non-governmental.
  • Develop required tools for monitoring effective implementation of project activities; lead, engage and facilitate for frequent and regular monitoring and evaluation of delivery of outcomes. 
  • Organize platforms for joint monitoring and evaluation of project implementation with other stakeholders including MoE, PED, DED, community members and other actors.
  • Ensure early and rigorous implementation of quality and accountability mechanisms.
  • Draft education intervention reports to serve as standalone deliverables or to be included in larger emergency response reports for both donor and internal purposes.
  • Assess, collect, compile and analyses data for evidence-based decision by respective program area and country offices.
  • Provide regular updates to project manager and emergency team on progress, priorities and constraints – verbally and in writing up on agreed frequency.
  • Brief updates and reports on sectorial activities/strategies to donors and other stakeholders.
  • Ensure high quality reports are submitted in a timely manner and according to the donor and EiE requirements.
  • Ensure to develop weekly project progress report that should be submitted to Emergency Response Manager and Recovery sector, donor and for internal consumption.
  • Monitor the impact of the EiE project and ensure the proper documentation of best practices for future emergency works.
  • Ensure regular participation in Education, NFI, Shelter and other related clusters, task force meetings, networks and other platforms at zonal and governmental levels and ensure timely sharing of information collected within government, zone and CBE Provider.
  • Foster mechanisms for close collaboration and partnership with other stakeholders working in education and child protection.
  • Provide other related supports as require.
  • Organize, facilitate trainings to teachers, assistants, PTAs, government and zonal experts in collaboration with the EiE coordinator, program area and country office EiE team.
  • Participate on EiE related TOT trainings and workshops and cascade the training to concerned government experts, school structures and local communities.
  • Document training outcomes- assess and evaluate the effectiveness of training programs, organize best experience sharing with relevant actors. 
  • Contribute to creating a culture committed to the safeguarding of children and adults and compliant to War Child’s Child Safeguarding and Adults at Risk Policies. 

Specific responsibilities

  • Design and conduct trainings and rollout plan for EiE stopgap materials for the Education Unite, in cooperation with internal Team and external stakeholders
  • Conduct Sector-wide capacity building initiatives, including EiE, INEE, CBE, ALP and ECD
  • Provide technical support and oversight to implementing partners on youth programming
  • Active representation of War Child in the Education Sector and related forums 
  • Recruit, supervise and manage Education field team, including provision of capacity building
  • Contribute to Education strategy development; provide input on needs/gaps
  • Support in development of proposals and budgets for new education activities.
  • Implement delegated portfolio of Education projects in line with proposals, strategies and donor requirements, and ensure high technical quality.
  • Develop web application database for collecting EiE information via CommCare Kobo or iForm and sit up system analysis with PowerBi.
  • Collaborate and coordinate EiE activates at MoE and Provincial level.
  • Any other task relevant to the position as requested by line manager

Job Requirements

Experience and mandatory criteria:

  • Degree in Education or related field or an equivalent education, Master preferred.
  • At least 3 years’ experience at senior level in the education sector and working in international assignments with INGOs. 5 years working at national level and in education sector can also considered.
  • In depth knowledge and experience implementing EiE operations standards and education quality frameworks in projects
  • Experience of responding in the first-phase of an emergency/working in and implementation of education projects in emergency situation.
  • Demonstrated experience in developing high quality proposals and fundraising, with experience in donor engagement.
  • Experience of working with implementing partners in a consortium and of building coalitions to affect change, working with clusters
  • Ability to travel and spend time in field locations
  • Excellent interpersonal, communication' and presentation skills.
  • Experience of undertaking, commissioning and managing applied education research
  • Excellent communication skills with a high level of written and spoken English/Dari/Pashto
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • Proven skills as a trainer/facilitator and mentor
  • Commitment to and understanding of War Child's aims, to, and understanding of, War Child's Principles and values' including child rights, child protection and gender equality.
