Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

  • Co-leadership
  • Support the implementation of IOM Afghanistan’s Stabilization, Reintegration and Resilience (SRR) portfolio in the southern region in a timely and effective manner, and in line with IOM and donor administrative rules, regulations and procedures.
  • Take part in the weekly meeting with the provincial team lead, providing regular updates to SRR senior management about progress of work, challenges and upcoming opportunities
  • Supporting targeting, spatial profiling, project implementation and M&E in line with the PLACES process.
  • Train new staff members on PLACES and raise capacity gaps to senior management.
  • External Partnerships
  • In coordination with the Head of t Sub-office (HSO) and Senior Project Assistant (SRR Southern Region Team Leader), facilitate referrals to IOM units and programmes as well as local UN partners for projects and needs identified through PLACES and specified in Community Action Plans (CAPs).
  • In coordination with the Head of Sub-office (HSO), work in close coordination and cooperation with implementing partners and relevant stakeholders such as civil society groups, local governance entities (such as shuras and community development councils), UN agencies, international organizations, and private sector actors, focusing on SRR priorities.
  • Community Assessment and Engagement
  • Implement IOM’s PLACES process for area-based response, focusing on community assessment and engagement, and the development of Community Action Plans (CAPs).
  • Lead the formation and/or strengthening of inclusive, gender-sensitive community committees/networks, and enhance their capacity to analyse the needs of their communities and develop realistic action plans that sustainably address the communities’ needs and objectives.
  • Ensure inclusiveness and gender-sensitive approaches in all project activities, facilitate mobilization of female participants throughout community-based activities; ensure and facilitate participation of women in community consultations.
  • Provide ongoing feedback on the level of engagement and project ownership among community members and stakeholders, and support the development of enhanced project identification, implementation and monitoring processes.
  • Social Cohesion
  • Maintain continuous engagement with community members during project implementation, and lead on the resolution of any tensions and/or conflicts that may arise.
  • Lead the delivery of social cohesion projects, including feasibility studies and project proposals, planning and preparing work plans, implementing planned activities and monitoring/ reporting of progress; as well as managing partnerships, attending coordination meetings, and communicating with community members.
  • Miscellaneous
  • Contribute to reporting, including for visibility and communication purposes, provide written input and photographs for reports, documents and publications.
  • Ensure accurate and orderly filing of project documents on SharePoint and in hard copy and keep an up-to-date record of all activities through a master tracker.
  • Facilitate the arrangement of meetings; staff travel; and other logistical issues; prepare purchase requests, payment requests, vouchers and other necessary documents concerning the project in a timely and accurate manner.
  • Undertake site visits and duty travel as required.

Job Requirements

SKILLS:

  • In-depth knowledge of the broad range of migration related subject areas dealt with by IOM.
  • In-depth knowledge of project lifecycle management, including project identification, implementation, and monitoring and evaluation. 
  • Demonstrated experience in stakeholder liaison, in-depth community engagement, conflict analysis and mitigation.
  • Knowledge of urban and development policies and plans at local and national levels.
  • Knowledge of UN and bilateral donor programming.
  • Excellent computer skills, especially in MS Office remote working applications such as MS Word, MS Teams, MS SharePoint, etc.
  • Demonstrated ability to work with minimal supervision and demonstrate high level of initiative, perseverance, and professional commitment to achieve high-quality results.
  • Outstanding written and verbal communication skills.
  • Strong supervisory and organizational skills.

Required Qualifications and Experience

Education

  • Advanced University degree or equivalent in Political Science, Social Science, Economics, Public Administration, or a related field from an accredited academic institution with minimum five (5) years of relevant professional experience; or University degree in the above fields with three (3) years of relevant professional experience.

Experience

  • At least three (3) years of relevant professional experience in implementation of large programmes in technical areas of return, reintegration, economic resilience, peace-building, community planning or similar.
  • Proven ability to establish and maintain strong working relations and lead, motivate teams and cooperate with relevant stakeholder and community counterparts, international organizations, implementing partners and private sector entities.
  • Experience with international organizations, UN agencies, (international) non-governmental organizations is preferred.
  • Experience in team supervision (preferably in multicultural environment set-up) is required.
  • Experience working with staff from diverse environments and managing teams remotely.

Languages

Fluency in English, Dari and Pashto (oral and written).
