Job Description

Job Summary:

The position exists to ensure programme development and delivery on of ActionAid’s Women’s Rights programme in Afghanistan. S/he will operationalize Gender Justice strategies and Programming guidelines, in line with the local cultural context in Afghanistan through partnership, alliance building and advocacy initiatives. S/he shall provide leadership in cross-learning and knowledge generation for thematic alignment in relation to inclusive programme development and delivery in ActionAid Afghanistan.

S/he is expected to manage colleagues/team recruited to projects under this thematic area as appropriate to the role. And work closely with members in the Afghanistan team, colleagues across division and wider organisation, adapt to changing priorities, also lead the organizational work on Women’s Forum and promote Feminist principles in Afghanistan.

Responsibilities and Tasks

Job Responsibilities 01: Technical Role

  • Support cross-cutting research and advocacy work around women’s Rights work in Afghanistan
  • Lead capacity building initiatives on the women’s Right and Inclusive programming theme for staff and partners.
  • Coordinate the Women’s Forum Work of ActionAid Afghanistan
  • Lead the work on Feminist Leadership Principles in AAA
  • Contribute to Annual Planning Exercise to mainstream Women’s Rights

 

Job Responsibilities 02:   Representation with Stakeholders

  • Represent ActionAid Afghanistan to attend meetings and networking to gather, share and learn from other National and International partners
  • Act as focal person for Women’s Rights and represent ActionAid Afghanistan to ActionAid International Platforms on Women’s Rights as and when required. Participate in training and conferences and Contribute  towards  the  development and implementation of a coherent Women’s Right agenda in ActionAid Afghanistan.
  • Maintain Good working relationship with relevant sectoral Departments
  • Participate in Protection and GBV clusters in Afghanistan.

 

Job Responsibilities 03:   Programme Delivery & Management

  • Overall Management and oversight of assigned projects that has a Women’s Rights, Protection or GBV component.
  • Work with the M&E Department to establish the Monitoring Framework for the relevant programmes in line with the requirements of ActionAid International MEAL framework.
  • In collaboration with program team, Head of Programs and Country Director, ensure high quality Women’s Rights proposals are conceptualized and developed.
  • Build, strengthen and maintain close coordination and collaboration with Senior Management Team and with various units within the AAA.
  • Review Project expenses and take corrective actions to ensure that the project is able fully spend. 
  • Timely delivery of donor reporting requirements
  • Coordinate with agencies working on Women’s Rights as well as with clusters and the line ministry, etc.
  • Provide technical support to the projects and other initiatives on women’s Rights Components.
  • Oversight all Women’s Rights projects that are assigned.

 

Job Responsibilities 04:   Team & People Management

  • Ensure an enabling environment for staff performance, recognition, and reward of finance function to encourage staff productivity, innovation and performance (e.g., facilities, equipment, duty facilitation, team building etc.)
  • Directs and controls the staff of the function to ensure that they are appropriately motivated and trained to carry out their responsibilities to the required standards
  • Participates in recruitment of staff under supervision.
  • Provides coaching mentoring and advice to supervised staff to ensure that they understand and carry out their responsibilities effectively 
  • Assigns performance objectives and conducts comprehensive performance appraisal of supervised staff and provides / obtains feedback when necessary to supervised staff, identifies training needs during appraisals.
  • Provides financial management training to all staff in ActionAid Afghanistan and partner organisation when required.
  • Promotes a healthy work culture among the staff

 

Job Responsibilities 05:   Others

  • Any other task assigned by the Line Manager from time to time

Education & Training:

  • Bachelor’s degree in social science, development studies or rural development a development related field is required.
  • Training certificates in disaster management, emergency responses are strong assets for the role.

 

Experience: 

  1. At least 5 years’ experience in the successful management of Women’s Rights programmes with International NGOs, of which three years must be in a senior donor funded project management position from a reputable organization, preferably an NGO.
  2.  Proven track records/ successful project management experience of similar nature
  3. Experience in effective social mobilization, Partnership and Advocacy.

 

Technical Skills:

  1.  Familiar with Women’ Rights, Protection and GBV issues in the country as well as global priorities
  2. Good knowledge of potential Donors and their requirements
  3. Deep understanding of project reporting requirements for various donors.
  4. Leadership and project management
  5. Excellent presentation, communications, and negotiation
  6. Networking, influencing and interpersonal
  7.  Planning, organization, time management, and coordination
