About Aga Khan Health Service-Afghanistan

Aga Khan Health Service, Afghanistan (AKHS,A), an agency of the Aga Khan Development Network (AKDN), is a long-term partner of the ‘Ministry of Public Health, Islamic Republic of Afghanistan’ for the implementation of “Basic Package of Health Services” in three provinces (Baghlan, Bamyan and Badakhshan), and implementation of Essential Package of  Hospital Service (EPHS) in Badakhshan and Bamyan province. AKHS-A is implementing three Community Midwifery Education Program Schools each in Bamyan, Badakhshan and Baghlan

Job Description

MAIN RESPONSIBILITIES AND TASKS

  • Receive approved pharmaceutical purchase requisition from the requesting department and maintain a proper record in tracking format, and post on registration number on the PR.
  • Develop a check list and schedule to monitor suppliers are in compliance with the specifications, quantities, delivery timeframe and other terms conditions mentioned in the Purchase Order/Contract.
  • Coordinate with AKDN Group Purchase Committee to identify best sources of suppliers but considering AKHS, A procurement policy and procedure, considering donor’s guidelines with consultation of his/her immediate supervisor.
  • Share weekly procurement status report with all concerned department and make sure that pharmaceutical procurement, and all other reports and record is properly in place.
  • Monitor track and expedite all AKHS, A procurement activities, considering nature of procurement and need of the project with consultation of his/her supervisor.
  • Analysis the consumptions and produce report as supporting document for the further process of the procurement.
  • Prepare RFQs and RFPs and distribute request for the quotes to least three local preferred pharmaceutical vendors for the local procurement in consultation with his/her supervisor, deputy and procurement manager.
  • Collect sealed quotations from the local pharmaceutical vendors and open and sign it in presence of purchase committee, as per procurement procedure.
  • Prepare the comparative analysis of the quoted prices for the local purchases and submit it to his /her supervisor, deputy/procurement manager for the verification and approval of the lead procurement.
  • Deliver approved purchase orders to the successful vendor and obtain their acceptance on the PO, considering policy and procedure.
  • Follow up delivery status with the pharmaceutical vendors for the local procurement of the medicines, consumables, labs, and other medical goods.
  • Collect the invoices and prepare request for the payment and submit it to the depty/ procurement manager for the verification and approval of the procurement lead.
  • Submit the invoice and supporting document to the finance department for the payment and regular follow up on processing the payments.
  • Provide regular update on local and international purchase to the requesters and departments through procurement status report.
  • Collect samples for the quality and specification conformity, when necessary, before issuing the purchase order.
  • Ensure timely and accurate entry of all local procurement information into procurement tracking sheet on daily basis.
  • Maintain complete procurement documents for each purchase which must include purchase requisition, PO, comparative analysis form, invoice, wavers, justification, conflict of interest and other supporting document including payment request, delivery note and good receive note.
  • Prepare and update qualified vendors and suppliers lists for pharmaceutical and other medical items timely including updating list of those suppliers, who have been blacklisted.
  • Assist in conducting NCBs and ICBs and to facilitate the process of the biddings carry on, whenever needed.
  • Keep record of all the procurement process and phases both soft/scan and hard copies, and to make sure that a systemic record keeping knowledge is must, and all record of procurement hard copies from A to Z to be recorded in box folder files category wise.
  • Process the cases for any direct purchases and submit the cases for verification to deputy/program manager and for approval of lead procurement.
  • Follow the procurement policy, procedure during procurement stages of the procurement process as well as his/her supervisor in each step of the process of procurement.
  • Assist his/her immediate supervisor, deputy/manger procurement in negotiation process, whenever needed with winner suppliers, as per procurement policy.
  • To carry on any other program and procurement related tasks assigned by his/her supervisor, deputy procurement, and procurement manager, and overall lead procurement, head of administration of AKHS, A.

 

MAIN ACCOUNTABILITIES

To be accountable for all procurement activities and tasks carried on by him for his/her department head, auditors and donors including clients from all aspects of procurement process i.e. quality, quantity, delivery timeline and price as well as record keeping and responding auditors questions with professional manner to show his/her accountability, honesty, reliability and commitment to the organization with consultation of his/her supervisor and lead procurement.

 

Job Requirements

Education:

Bachelor’s degree in business administration or other related field from a recognized university, degree in Pharmacy is preferred.

Experience:

Five years of work experience in pharmaceutical procurement with international and local well-organized organizations in the same field of procurement with reputable background.

Skills:

Technical Skills: Proven ability in pharmaceutical purchasing tasks, A good computer skill including Ms Office and outlook is preferable.

Fluency in English and having good command of local languages.
