Job Description

Generic Responsibilities:

•    Adherence to NRC Policies, guidance, and procedures,
•    Contribute to the development of NRC Afghanistan’s vision, strategies, tools, and new approaches to strategic local partnerships and ensure compliance with NRC Partnership policies, guidance, and procedures,
•    Provide regular reports to the Head of Programme Support Unit,
•    Ensure that projects target beneficiaries most in need of protection and explore and asses new and better ways to assist,
•    Ensure capacity building of NRC project staff and transfer key skills,
•    Liaise and collaborate with relevant local authorities and other key stakeholders,
•    Promote the rights of Internally Displaced Persons (IDPs)/returnees in line with the advocacy strategy.

Specific Responsibilities:

a.    Strategic Development and Vision Setting (20%)
•    In line with global partnership strategy and vision, develop a framework for Afghanistan that clarifies the different nature of relationships and types of actors with whom strategic
partnerships can be sought using a systems-thinking approach. In particular, the framework will outline various operational models for engaging with civil society including local Civil Society Organisations/ Community Based Organisations, academia, and research institutions, the private sector, and public authorities,
•    Support in developing the Afghanistan Partnership Strategy and ensure endorsement by Regional Partnership Adviser as needed,


b.    Technical Support (40%)
•    In line with global tools and strategic guidance, develop a RACI (Responsible, Accountable, Consulted and Informed) matrix and create awareness among programme and support
teams to ensure roles and responsibilities are clearly understood and adopted throughout the partnership cycle,
•    Advise and support AOs with tools and systems required to engage with local actors throughout the partnership cycle (including organizational assessments (OAT), due diligence,   Project   Implementation   Agreements   (PIA),   monitoring   and   performance
evaluations),
•    Support the expansion of operational models that rely on delivery of assistance with and through local actors,
•    Function as a helpdesk for AOs and the CO staff in the rollout of the global partnership toolkit and the tools that may be developed or adapted specifically for Afghanistan in collaboration with other departments involved in partnership matters.

c.    Representation and Localisation (30%)
 
•    Support the Specialists, Area Managers and Area Programme Managers in the development of area-level integrated programme strategies, response plans and review of pilot initiatives and approaches,
•    Contribute to deliver capacity-building training related to partnerships and localisation at NRC CO and AO level,
•    Represent NRC in relevant forums / technical working groups at national and area level when necessary.

d.    Sharing and Learning (10%)
•    Act as the focal point for information on Afghanistan partnerships, including through developing a country level mapping of actors with whom NRC engages in,
•    Contribute to regional learning initiatives that can share best practices in relation to partnership,
•    Engage with RO partnership adviser and provide feedback on challenges and areas for support required for the country level partnership.

Job Requirements

Generic Professional Competencies:

•    Minimum 3 years of relevant senior-level experience (management/adviser) within the humanitarian field. Partnership Advisory experience – or similar - is an asset,
•    Experience from working in complex and volatile contexts,
•    Documented results related to the position’s responsibilities,
•    Knowledge about own leadership skills/profile,
•    Written and oral fluency in English.
Context/specific skills, knowledge, and experience:
•    Evidenced experience of working with a wide range of partners, and in particular local actors including authorities, the civil society, and the private sector,
•    Some familiarity with systems-thinking approaches and tools and localization efforts and trends in the humanitarian community,
•    Ability to work collaboratively with colleagues, in person and remotely,
•    Written and oral Fluency in Arabic.
