Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

Nutrition extender will be responsible for below tasks:

  1. Support nutrition program/project development and planning
  • Coordinate and work closely with internal (under leadership of UNICEF ACO Nutrition Officers, Zonal and Outpost Programme Officers) and external stakeholders BPHS/EPHS, PND, DoPH/PNO and other field partners to ensure skilled counselling is provided to set annual targets based on PND agreed list of indicators
  • Analyse and exchange information with provincial partners/stakeholders (provincial nutrition team, DoPH, other) using evidence such as monitoring findings, nutrition database, national nutrition surveillance system (NNSS) reports, etc. to assess progress, identify bottlenecks and potential problems for taking timely decisions to resolve issues.  Provide updates at nutrition provincial meetings (NPCs)
  • Support nutrition provincial committee to analyse routine data sources to:
  • Map gaps and bottlenecks in provision of nutrition services within province.
  • Plan field visits for priority areas to fill the gaps.
  • Provide regular feedback to partners and government on the recommended actions.
  • Regular monthly follows up of the recommended action points for implementation by the until action has been addressed and can be closed.
  1. Provide technical support program management, monitoring and delivery of results
  • Monitor and supervise nutrition services at health facilities (HFs), health posts, communities, and schools and provide feedback to nutrition provincial team and implementing partners
  • Conduct data verification session for Weekly Iron Folic Acid Supplementation (WIFS), Micronutrient powder distribution, Integrated Management of Acute Malnutrition (IMAM), Community Based Nutrition Program (CBNP) and Maternal, Infant and Young Child Nutrition (MIYCN) indicators using agreed tools such as national management information system (MIS) including HMIS, nutrition online database, WIFS online database and implementing partners reports (for the community base programs).
  • Support BPHS and implementing partners to plan monitoring and reporting Community Based Nutrition Program (CBNP), MNP distribution and WIFS implementation.
  • Support and follow-up on the progress of USI committee and other coordination platforms as required.
  • The Nutrition Extender will do particular focus on providing monitoring/mentoring and coaching support to NCs in the HFs as well in the community outreach program implemented by NCs. Due to nature of this task, we would prefer female candidate.

3. Provide operational support to nutrition program implementation

  • Participate in provincial coordination forums including nutrition provincial committee meeting, contingency planning discussions on emergency preparedness, and nutrition cluster meetings, in the regional and provincial levels
  • Monitor and follow up key activities related to nutrition supply with IPs, HFs and REMT to ensure that supply (i.e. RUTF, TMs, IFA, Albendazole, Anthropometric equipment, CBNP kits, Vit-A, MNP powder) are properly handled and used for the intended purpose including:
  • Make sure that the IP has proper quarterly and/or monthly distribution plan in place and ensure early release of supply from main warehouse to avoid stockout at HFs and service delivery point. Also, ensure the IP submits their supply request within due time frame to PND/UNICEF.
  • Ensure that all IPs record all incoming supply (from UNICEF) and outgoing supply (to HFs) using stock management tool to track supply status promptly
  • Ensure rational use of RUTF through regular monitoring using end user monitoring checklists and provide feedback through nutrition online database.
  • Ensure safety, security, proper handling and storage of supply including proper documentation in all HFs including main warehouses (IP, REMT) to avoid wastage, damage, misuse and expiry of supply.
  • Support convergence activities with other programs (health, WASH etc.) during supervisions, monitoring and other occasions and other activities as needed

Job Requirements

QUALIFICATIONS, SPECIALIZED, EXPERIENCE AND ADDITIONAL COMPETENCIES:

  1. An understanding and previous experience in nutrition programs
  2. Previous engagement and understanding the work of the nutrition at health facility and community
  3. Strong coordination, communication  and mentorship  skills
  4. Able to meet tight deadlines, performs quality work and excellent report writing skills
  5. Strong team working  and networking capacity
  6. Willing to travel to the field and provide technical support to implementing partners and service providers regularly
  7. Willing to work in remote areas including weekends.

Skills and competences: 

General skills:

  • Ability to prepare various operational plans of the organization or project.
  • Having specific skills in the related technical field.
  • Having experience and ability of team management and leadership and supportive supervision .
  • Field work experience
  • Background/familiarity with capacity building on nutrition programs

Minimum requirements:

  •  Bachelor’s degree in medicines with 4 years related experience or 8 years working experience in other Health programs.

 Language Proficiency:

Fluency in English and local languages are essential

Computer: Be able to work in Microsoft Word, Excel, Power point, outlook and internet browsers
