Job Description

The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. The Network’s organizations have individual mandates that range from the fields of health and education to architecture, rural development and promotion of private-sector enterprise and institutions that seek to empower communities and individuals, usually in disadvantaged circumstances, to improve living conditions and opportunities. 

The Aga Khan Foundation (AKF) is a non-denominational international development agency established in 1967 by His Highness the Aga Khan. Its mission is to develop and promote creative solutions to problems that impede social development, primarily in Asia and East Africa. Created as a private, non-profit foundation under Swiss law, it has branches and independent affiliates in 19 countries. 
AKF seeks to provide sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill health. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health. 

 

Job Description:

POSITION OBJECTIVE
As a member of the Finance Team, the Senior Finance Coordinator shall contribute to and participate in the effective management of the project.  S/he will be responsible for i) ensuring efficient and effective day to day financial transactions and services; ii) maintaining financial records and producing regular reports; and iv) providing support and technical assistance to PIU Finance and other IPs FM teams. 
JOB DUTIES AND RESPONSIBILITIES

Budgeting and Planning:
•    Support the finance specialist to contribute to the development of the project annual work plan (AWP) in coordination with the PIU and Implementing partners.
•    Support finance specialist in preparing project annual budget with quarterly breakdown comprising of PIU and IPs budget estimates in accordance with the AKF rules and regulations, policies, and procedure.
•    Preparing a detailed operational and staffing costs plan in coordination with the PIU and Implementing partners. 
•    Prepare annual and quarterly disbursement forecasts for all components of the project in line with project’s procurement plan and Work Plan/Cash Plan.

Funds Management:
•    Coordination with the AKF USA to ensure that the Special Accounts to be established for the project are administered in accordance with WB requirements.
•    Coordination with the IPs to ensure the opening of project special accounts in the commercial Banks. 
•    Support Finance specialist to prepare realistic cash forecasts on quarterly basis in close coordination with sector specialists in PIU and Implementing partners and submit to the donor for advance and replenishment of advance.
•    Prepare and process withdrawal application in accordance with the Bank’s Disbursement Guidelines & Procedures for drawing funds from the assignment accounts opened for each component.
•    Track funds and follow up with AKF-USA and the World Bank to ensure availability of funds.
•    Periodically, and at least quarterly, reconcile project records with WB Client Connection records relating to disbursements from the WB grant.
•    Keep a track of cash flows from AKF USA, WB & funds disbursement to implementing partners. Reconciling the receivables/payables balance from/with the donor and the implementing partners.

Coordination:
•    Preparation, review and consolidation of financial reports in close coordination with PIU and IP teams. Ensure that systems are in place to monitor expenses on quarterly basis and liaise closely with the budget holders to support BVA.
•    Coordinate with Finance Specialist to ensure that IPs are provided with the information and training they require to understanding compliance matters related to WB grant management procedures.
•    Liaison with Implementing partners for effective grant financial management.
•    Preparation and coordinating financial reporting templates with IPs as supervised by Finance Specialist.
•    Develop strong relationships with all IPs to enhance their understanding of finance and build their knowledge. 
•    Review and consolidate quarterly financial reports, SoEs and IUFRs submitted by IPs. Providing feedback and resolving the matters in coordination with Finance Specialist.
•    Make arrangements for timely initiation and completion audit of projects and ensure that report produced is in compliance with audit requirements of the AKF and the Bank.
•    Attend entry and exit meetings with external auditors, facilitate timely completion of audits by arranging timely submission of annual financial statement in appropriate format, supply of information and documents responding to queries.
•    Prepare working papers on audit observations raised by external auditors and arrange meeting to settle the audit observations to the extent legally and logically possible.
•    facilitate and coordinate the annual external audit and internal audit review, other reviews by the third-party monitoring agents and internal teams. 
•    Any relevant task assigned by Finance Specialist.
•    To carry out the responsibilities of the role in a way which reflects AKF (Afg)'s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.  
•    To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.
•    Assist and contribute to the development of the project operational manual and financial management manual.
•    Assist and contribute to the MIS system modification in order to serve the project needs, enhanced monitoring and strengthened internal controls.
•    Assist in preparing finance manuals and compliance checklists for WB project. Circulating these manuals and checklists to the implementing partners and arrange orientation sessions for their briefings.
•    Ensure compliance with internal control framework (Operations Manual, Financial Management Manual, SOPs and the Bank’s fiduciary guidelines etc.) and AKF rules and procedures while processing payments.
OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
•    Data analysis.
•    Audit documentation.
•    Scanning / safeguarding of documents.
•    Perform any other duty assigned by the supervisor.
DECISION-MAKING & AUTHORITY
•    Prepare relevant data analysis.
•    Check the budget availability of fund.
•    Check the variances and provide feedback to the supervisor.

 

Job Requirements

JOB SPECIFICATION
•    Bachelor’s Degree in economics, commerce, business administration, accounting, and finance with 7 years of relevant experience work experience with government, national and international organizations.
•    Master’s Degree in economics, commerce, business administration, accounting, and finance with 5 years of the relevant experience work experience with government, national and international organizations.
•    Full or part qualified CA, ACCA, CATor other professional fields will be plus.
•    Experience with WB project will be an advantage.
•    Ability to understand and follow complex oral and written directions.
•    Excellent skills of problem solving and decision making.
•    Strong supervision and monitoring skills.
•    Excellent computer knowledge (MS Excel, Iscala) in Accounting and Finance.
