Job Description

Overall Purpose of the Job: The national M&E manager is to 1) consolidate and implement a quality-assured monitoring and evaluation (M&E) system for AKAH Afghanistan to ensure results-based management; 2) oversee the development and use of a management information system (MIS); and 3) contribute to strategic thinking in relation to the overall AKAH mandate.

MAIN RESPONSIBILITIES AND TASKS:

  1. Quality Assurance Systems and Processes
    1. Consolidate a AKAH Afghanistan Monitoring, Evaluation and Research Strategy that includes systems and processes for M&E at all levels of the organisation.
    2. Maintain robust data management system across the organization for further data quality and project accountability
  2. Data Collection & Storage / Management Information System (MIS) / Information Management
    1. Regularly improve data collection and storing processes
    2. Provide support to the Information Management Officer in managing the MIS for easy access to accurate and up-to-date data, records of program activities, and relevant documents
    3. Develop Data Collection Tools (DCT) for all project activities at the organizational level
  3. Internal Monitoring and Evaluation
    1. Review and improve tools for monitoring and evaluation
    2. Conduct monitoring with field-based M&E Officers
    3. Develop case studies and share with the Communications Manager for dissemination to appropriate audiences
    4. Design and conduct internal evaluations, including impact studies
  4. Quality Assurance of Programming
    1. Review/Revise/Develop tools to measure the effectiveness of programme interventions, including trainings
    2. Provide guidance to senior management and programming staff based on M&E results
    3. Review/Revise systems in the organization to ensure that Project Managers, Team Leads and other senior staff use M&E results to inform programming
  5. Strategic Overview
    1. Participate in senior management discussions in absence of department head and advice the SMT on: i) the progress of programming in relation to the AKAH goals and objectives and ii) upcoming programming opportunities, and whether they are in line with the overall AKAH mandate
  6. Capacity Building & Succession Planning
    1. Conduct M&E-related workshops for senior and field staff
    2.  Assess M&E staff capacities and identify and facilitate training opportunities.
    3. Provide mentorship and support to department staff

 

MAIN ACCOUNTABILITIES:

  • Any other task as assigned by CEO or his/her nominee

 

Job Requirements

Education: Bachelor of Data Science, statistics and mathematics or Masters' degree in social sciences, Development Studies, economics and business administration.

Experience: Seven to ten years significant M&E experiences with development and/or humanitarian organizations

Skills:  Commitment to the mission and core values of AKAH/AKDN in the regions, particularly in Afghanistan.

  • Excellent proven skills in data collection, conducting interviews, literature reviews, and report writing.
  • Excellent skills in written and spoken English Language, understanding of local language is an advantage.
  • Ability to adjust to a diverse and multicultural organization.
  • Ability to travel to the field (within Afghanistan and outside of the country).

Technical Skills:

  1. Data Analysis: Ability to manage complex data and making inferences using different software in MS. Excel, Power BI, and other appropriate software, e.g. SPSS.
  2. Planning evaluation and action research studies: Defining sampling methodology, sample size calculation, developing survey tools, etc.)
  3. Report writing

Other Skills: Proven skills and experience in evaluation methodologies and analyses.
