About International Assistance Mission (IAM)

Background

The International Assistance Mission (IAM) is an International Non-Government Organization registered in Switzerland (registration #CH-660-1239000-6) and Afghanistan (registration #001). IAM is one of the oldest NGOs in Afghanistan.

IAM established the NOOR (National Organization for Ophthalmic Rehabilitation) Eye Care Programme in 1966 with the goal of providing high quality and affordable access to eye care to the people of Afghanistan.

The International Assistance Mission (IAM) is serving the people of Afghanistan through capacity building in the sectors of Health and Economical Development.

 Dashte Barchi Eye Clinic is a project of IAM, which provides affordable eye care service for the people of Afghanistan and located in MoPH regional hospital (شفاخانه دو صد بستر دشت برچی) in Dashte Barchi Kabul.

Job Description

Background

International Assistance Mission (IAM) is a non-profit organisation through which local staff and international volunteers serve in partnership to build capacity in the sectors of health and development, working together in hope, for the welfare of the people of Afghanistan.

Job purpose: A senior leadership role, focused on planning, directing, and coordinating national administration, liaison, advocacy, relationship-building, and security activities of IAM. Representing IAM with governmental and non-governmental organizations, as well as managing administrative employees in Kabul.

Key responsibilities and tasks:

Liaison, Advocacy, and Relationship-building (50%)

  • Safeguard good relationships with the local and central government by attending meetings, joining discussions and acquiring updates within the regions or in Kabul.
  • Safeguard good relationships with non-governmental organizations by attending meetings for discussion and updates when needed.
  • Travel to provinces to liaise with programme and office staff and to build relationships with the local government when needed, in order to have a full picture of the work and the context of each office
  • Oversee the whole MoU process for IAM, including working across the organization in planning and updating regional programmes on processes and procedures, registration of IAM projects, negotiating agreements and signatures.
  • Advocate on behalf of IAM projects and programmes in governmental organizations to ameliorate issues that might arise.
  • Review and match the regular reports from the projects with the MoU’s to ensure its accuracy.
  • Review, finalize, and submit regular reports received from the projects and regional offices to the relevant ministries such as MoE in both systems of online and hard copy submission.
  • Advise the Finance department on the details of their reports to the MoE and review the financial report for corrections.

Administration (25%)

  • Implement the process of official letters on behalf of IAM, from writing to sending and recording the letters.
  • Review, edit, and sign letters to governmental and non-governmental organizations when needed at a national level
  • Support and encourage inter-regional information flow
  • Approve and sign the payroll and sign the cheques for the bank transactions
  • Review, edit, and approve regional/programs/projects reports included in the annual report.
  • Submit the asset list, the list of local employees, and the list of international volunteers to the government every six months.
  • Oversee translation work across IAM to ensure it is of a good standard
  • Support the HR department on personnel policies
  • Carry out any other duties that may reasonably be required in line with their main duties 

National Security (10%)

  • Analyze the security situation and provide info for the security SoP for traveling to Kabul or provinces by the local and foreign staff
  • Control and follow up on the implementation of the security policies and procedures
  • Monitor security in different regions and advise the RTL/ the Security Advisor and undertake immediate action if necessary 

Personnel Management (15%)

  • Supervise, manage, and support all the employees under the NAD line management.
  • Cooperate/coordinate in recruitment processes alongside the RTL and project managers in Kabul and/or for higher positions as and when needed
  • Develop or lead the development process of the JDs for any positions under their line management
  • Conduct Appraisals for the supervised employees

Job Requirements

Qualifications, skills, and experience criteria:   

  • Seven to ten years experience in administration, government liaison, MoU negotiation, security, and personnel management.
  • Qualification in Management and Leadership, Management and Administration, or any other relevant field of study to the IAM programs and projects.
  • Educated to Master’s level
  • Advanced persuasive communication skills in Persian, English, and Pashto
  • Advanced understanding of government systems and MoUs
  • Proficient use of computer software packages incl. Windows, Word, Excel, PowerPoint, and Email.
  • Knowledge about NGO Law, Labor law, and government processes and procedures.
