Job Description

Major Areas of Responsibility:

Under the overall guidance and supervision of the M&E Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E officer will be responsible for designing and implementing the M&E activities plan for all field related projects; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis. M&E Officer will be responsible for the collection & analysis of different data in relation to the project activities plan and objectives.

The Monitoring and Evaluation Officer works in close collaboration to work with project team, Program representative, community elders and private involve sectors.

Activities include: Monitoring all projects related activities as ongoing situation according to projects prepared workplan, beneficiary verification, management and monitoring of actual ongoing activities as project nature, field visit, supporting additional projects compilation duration, assessments, and submitting routine reports.

Duties and Responsibilities:

  1. Develop and strengthen monitoring and evaluation procedures
  2. Monitor all project activities as regularly progress towards achieving the project implementation plan and Objectives.
  3. Recommend further improvement points to develop of the logical framework components.
  4. Collect data and record on result base Monitor and Evaluate progress for achievement output, outcome, impact and activities.
  5. Provide feedback and recommendations to assess the project work plan norms and activities.
  6. Identify suggestion finding strategies for improving the efficiency, effectiveness and accountancy of the project goal and mission by identifying focus points in completing project activities and developing field visit plans to minimize or eliminate such as achieved.
  7. Report weekly, monthly, quarterly and annual progress on all project activities to the line M&E Manager to share the result with related Project Manager and Top Management.

Technical apply the best finding methodology inline existing monitoring and evaluation system to develop better indicators and activities as monitoring and evaluation policy for the project requirements.

  1. Provide input effective information and statistics data for share with M&E department to focus by Project Management Team to use in related field.
  2. Participate in in project start, ongoing and end closeup sessions and reviews implementation planning activities and support the field staff inline M&E progress to be outline in effective data for Project Manager in preparing relevant progress reports.
  3. Support field staff during monitoring field visit to desired implement the project’s completion and use in the best evaluation progress of the effective outcome and impact of the project.
  4. Provide best coordinating through develop the available components of the Project’s workplan to ensure for effective implementation and always apply participatory M&E teamwork approach.
  5. Share the M&E planned data collection forms with project implementation staff to more learn about use M&E tools requirements.
  6. Monitor the projects actual ongoing activities to ensure they are on plan and flue as formal designed action plan as scheduled.
  7. Follow up the best finding and reports with effective monitoring result, identify and related recommendation toward challenges as occurred and lessons learned for next performance.
  8. Analysis and manage all monitoring results, assessment results, survey results to provide recorded database and follow up in monitoring regularly process.
  9. In close coordination with logistics and monitor the review overall service movements included food deliveries, storage situation, transport assignment in monitoring tripe facilities request and distribution process at field sites.
  10. Conduct field monitoring visit as continually and focus on SWOT analysis approach for best finding and prepare into M&E usage tools to share the result with related section for act on time.
  11. Verify the planned movements actual activities are on plan and required objectives, reflective provided reporting issues or differences to be share with related supervisor for action taken timely resolution of problems and focus on improved points to ensure that the quantity and quality of the operation is in line KRO requirements and standards.
  12. Receive and organize proper comments and feedback from collaborating partners, authorities, and beneficiaries, to support identifying programmatic issues with a view to promotion efficient operations.

Prepare

Job Requirements

  1. Bachelor’s degree
  1. At least 5 years of proven experience with projects implementation funded   donor organizations UN, USAID, and other field mission reports used authorized report template and record as documenting program implementation.
  2. Any other duty as required.

  2. Excellent communication skills in national language (Pashto, Dari)and English Proficiency, both oral and written
  3. Excellent computer skills in MS office package (word, excel, power point, outlook, and internet usage facility)
  4. Outstanding teamwork building and management skill
  5. Negotiation and decision-making skills self-movement ability for providence field visit plan and data collection.
  6. Ability to make decision and get measurable results through a diverse team
  7. ability to travel within villages, districts and provinces as planned.
  8. Time-management, organizational behavior, and community mobilization skills
