Afghanistan is one of the poorest countries in the world, with 36% of the population below the poverty line. Of the 35.5 million Afghans, about 24 million are living in the countryside, being more or less dependent on agriculture and livestock. Most of the rural families keep small ruminants, but also cattle, donkeys, and poultry are common. As livestock is a vital element of the daily lives of the Afghans, DCA is helping the Afghan people by boosting the health and production of their livestock. Healthier and more productive animals increase food security and are a source of extra income for families.

Job Description

General Position Summary:

Monitoring and Evaluation Officer will monitor and evaluate the project progress and activities through specific M&E tools and techniques to ensure the proper implementation of project. He/she will work directly under supervision of the project coordinator.

Duties & Responsibilities:

  • Develop and implement the M&E framework and data collection methodologies specific to the project requirements.
  • Oversee data collection, management, and quality assurance processes, ensuring they align with the goals and objectives of the project.
  • Undertake field visits to the project sites according to M&E plan and conduct periodic data gathering.
  • Conduct evaluations and impact assessments specific to the project interventions to measure project effectiveness.
  • Ensure compliance with donor requirements and ethical standards within the scope of project.
  • Communicate findings and progress of the project with the relevant project stakeholders.
  • Document project processes, lessons learned, and best practices of the project.
  • Identify and mitigate risks affecting the implementation of project activities.
  • Manage the documentation of M&E document in proper filling system.
  • Establish and maintain effective feedback mechanisms for beneficiaries and communities involved in the project.
  • Integrate cross-cutting themes like gender and protection into M&E efforts to address specific project goals.
  • Preparing of   M&E report to communicate the data gathered to program and other stakeholders.
  • Prepare and submit timely and accurate M&E reports of the project, keeping stakeholders well-informed.
  • Undertake other related tasks assigned by supervisor.

Job Requirements

  • Doctor of Veterinary Medicine (DVM) will be preferred, or any other relevant field  
  • Work experiences of 5 years in project implementation among humanitarian organizations
  • M&E working experience is required
  • Strong interpersonal and communication skills
  • Teamwork, team building, coordination, and management skills
  • Proficient in listening, verbal, and written knowledge of Pashto, Dari, and good knowledge of English
  • Having good time management and planning skills
  • Report writing skills
  • Computer skills
  • Should be able to travel within the targeted locations
