Job Description

ABOUT THE JOB

The Monitoring, Evaluation, Learning and Accountability (MEAL) Team Leader leads the direct implementation of all MEAL processes and activities required to improve programme quality over the course of project implementation, to ensure and demonstrate a positive impact on beneficiaries’ lives. S/he works under the direct supervision of the Area Manager and technical supervision of the MEAL Manager. S/he plays a key role in ensuring that the learning system helping Programme teams to make iterative improvements to design and implementation is always functional and effective. With guidance from their supervisors at Country-level, the MEAL Team Leader has non-sector-specific, area-level responsibilities, i.e., s/he is responsible lead and supervise field monitoring and evaluation activities, managing, and implementing the MEAL workplan, develop a MEAL plan for all sectors and programs at the area level, and coordinate closely with program teams to ensure that the required MEAL activities are conducted. The MEAL Team Leader is also expected to track area-specific project activities and measure progress against indicators, conduct data analysis and reporting at the area level, review reports written by MEAL Assistants and Officers, and provide capacity building for the MEAL staff.  The MEAL Team Leader will also disseminate monitoring and evaluation findings with MEAL and Programme teams at the country and area level and ensure follow-up and documentation of action taken. Finally, s/he will also assist in strengthening DRC Afghanistan accountability mechanisms at the area-level in close collaboration with the Complaints Response Mechanism Officer by acting as one of the CRM focal points.

 

Responsibilities:

Implementation of Project MEAL systems for all programmes in the respective area

  • Develop and implement MEAL Plan-compliant MEAL processes for the collection, analysis and usage of data to measure progress against indicators and promote programmatic learning.
  • Plan according to priorities set by the MEAL Manager, including dissemination of work plans
  • Work in very close collaboration with Programme teams, following their work plan and adapting MEAL work plan accordingly
  • Supervise the regular monitoring missions of all project activities present in respective areas, as per MEAL SOPs for each programme
  • Supervise and lead all post-monitoring and evaluation data collection as per plan / Scope of Work  
  • Prepare and share weekly activity reports with the Area Manager and MEAL Manager

 

Data collection tools development and use

  • Contribute to the development of relevant and quality data collection tools for quantitative and qualitative research, e.g. baseline /end-line surveys, needs assessment questionnaires, PDM tools, FGD and KII guides etc.
  • Lead on translation of necessary documents such as data collection tools and databases
  • Support Information Management and Knowledge Specialist (IMKS) in digitization of questionnaires using online platforms
  • Lead field testing of questionnaires and provide feedback to all MEAL staff after piloting phase
  • Lead and supervise field data collection, monitoring exercises and evaluation plans through mobile data collection and paper forms

 

Data management, analysis, and use

  • Conduct systematic data quality checks and cleaning procedures before uploading any quantitative data to online server
  • Ensure consistent and accurate transfer / upload of data from tablets to servers
  • Ensure transparent, accurate and timely entry of data into databases if paper forms used
  • Perform basic quantitative and qualitative data analysis at the area level for all projects
  • Closely coordinate with relevant programme staff to ensure project-relevant information is shared and used to properly track progress of projects at the area level
  • Document successes observed and challenges encountered in the field, lessons learned and recommendations on best practices to implement in the future

 

Reporting

  • Generate reports collected from the data (PDMs, distribution monitoring reports, assessment reports, etc.)
  • Review reports generated by MEAL Officers and/or Assistants

 

Accountability

  • Act as Complaints Response Mechanism Area Focal Point, including reception and registration of complaints into CRM Database
  • Submit Area-level CRM database to Country CRMO   for consolidation on a weekly basis

 

Technical management and capacity-building

  • Train programme staff and external enumerators on data collection methods, tools, and techniques as appropriate whenever involved in data collection.
  • Train and support MEAL staff in data collection methods, analysis, report writing

 

Other

  • Assist in other tasks as required by the Area Manager and MEAL Manager, including support to all programmes/sectors and other areas whenever deemed necessary

 

Job Requirements

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies: 

  • Minimum 5 years of relevant experience within the humanitarian field (including the sectors of emergency, mine action, livelihoods, and protection)
  • Minimum 3-5 years managing projects and/or a MEAL team within the humanitarian field
  • Demonstrated knowledge of qualitative and quantitative research methods
  • Experience in working in complex and volatile contexts
  • Advanced skills in mobile data collection (minimum KOBO Collect, ODK)
  • Capacity to think critically and analyse quantitative and qualitative data
  • Capacity to produce coherent and good-quality reports
  • Advanced skills in Word, PPT, and Windows Excel
  • Excellent interpersonal, communication, and listening skills
  • Ability to work with people from various groups and background
  • Understanding of and sensitivity to the specific needs of most vulnerable populations
  • Strong planning and organizational skills
  • Demonstrated commitment to meeting deadlines and a high degree of autonomy in his / her work

 

Education/qualifications:

  • Bachelor’s Degree in social sciences, humanitarian and/or development studies, or relevant field
  • Certificate in MEAL, Information Management, or related field desired
  • Certificate in Project Management (e.g., PMD Pro certified)

 

Languages:

  • Fluency in English, both written and verbal
  • Fluency in Pashto, Dari both written and verbal
