Job Description

Responsibilities:

Generic responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines.
  • Support M&E and program staff in planning for outcome monitoring exercise including data collection methodology, sampling and tools.
  • Support in planning of needs assessments, baseline assessments, and other similar data collection exercises.
  • Provision of data
  • Conduct regular data quality checks.
  • Prepare and develop status reprovision of data Tr training to enumerators and assistants and conduct regular data quality checks. aiming to enumerators and assistants. Orts as required by M&E Coordinator and management.
  • Ensure proper filing of documents soft and hard copies.
  • Support and contribute to the development and implementation of M&E, including follow M&E SOPs, guidance and tools.
  • Development of holistic and needs based programs, including cash-based interventions and marked based programs.

 

Specific responsibilities:

Planning and Maintaining M&E Systems

  • Support reviewing and compiling data from the sub offices on a monthly basis.
  • Support in data entry to NRC data management system (GORS).
  • Lead the accountability and M&E processes of the M&E including, data collection, Spot checks, beneficiary verification, conduct survey, and any other control measures.
  • Support M&E and program staff in developing and reviewing the survey questionnaires.
  • Support in analyzing quantitative data and formulating interactive dashboards.
  • Support in designing FGDs and analyzing narrative reports.
  • Support CFM process and database and integrate the data from CFM with other assessment and data collection sources.
  • Usage of advanced and digital based data collection and data analysis methods.
  • Support field office gap filling when necessary.
  • Training of enumerators on data collection and data analysis.
  • Contribute to tool design based on lessons learnt from data quality.
  • Contribute to lesson learnt and data usage through attending recommendations formulation workshops and debriefs
  • Support and contribute to the development of a data management system through documentation, implementation, and coordination of standardizes information flow of M&E activities and reporting.
  • Any other reasonable tasks as instructed by line manager.

 

Program Support

  • Support in standardizing M&E across projects within the area office and sub-offices.
  • Support in developing data collection methodology and tools, and in actual data collection.
  • Support in data management and development of clear information flow between program and M&E staff, as needed,
  • Prepare monitoring reports in a timely manner, disseminate to the relative departments, and project manager/coordinator.
  • Capacity building and training of program staff on M&E technical and conceptual areas, as needed.
  • Support program staff in planning for and executing M&E activities, including data collection methodology and tools development, and data management, analysis and reporting.
  • Support field program staff to implement project level assessments, including PDMs, baseline survey, and outcome measurement.

 

Communication/Other

  • Support the Program Department in new initiatives, should these arise during the employment period.
  • Having close communication among the team and support office.
  • Liaise with peer organizations and M&E staff in partner agencies to facilitate lessons learned and coordination.
  • Collect beneficiaries Complaints Response and Feedback Mechanism (CRFM) from projects beneficiaries, timely update the database and report to M&E Coordinator.
  • Ensure the inclusion of cash-based interventions and marked based program in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
  • Having close communication both inside the area and outside the area for better implementation of the M&E.

 

Job Requirements

Qualifications

Generic professional competencies:

  • Ability to work under pressure, independently and with limited supervision.
  • Ability to meet deadlines in multiple tasking environments.
  • Ability to engage and motivate staff in a challenging program area.
  • Good coordination skill.
  • Experience with field level coordination with Humanitarian agencies, UN organizations, INGOs, Donors and authorities.
  • Experience in emergency interventions.
  • Knowledge of cash-based interventions and market-based programs.

 

Context related skills, knowledge and experience:

  • Bachelor’s degree in (BA in social studies, development studies, Computer Science) or higher diploma.
  • At least 2-3 years of active professional experience in M&E, database, project, program, or any field that involves data analysis and usage.
  • Experience in quantitative and qualitative data methods is mandatory.
  • Experience in humanitarian/recovery context is preferred.
  • Experience in data protection and sensitivity.
  • Previous experience from working in complex and volatile contexts.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
  • Knowledge of kobo toolbox and Power BI.
  • Understanding of data and information needs for program management and decision making.
  • Oral and written English, communication skills.
  • Fluency in Pashto and Dari language is mandatory.
