Job Description

  1. Technical Responsibilities:
  1. Assist the HD in technical management issues of the PH.
  2. Ensure duly and smooth implementation of the project work plan and training plan in close coordination with HD.
  3. Track project targets and outcome indicators regularly in a quarterly base and make sure its proper achievements;
  4. Ensure proper diagnosis and treatment procedures as specified in EPHS in PH of Logar.
  5. Provide technical support to the service providers of different wards of the hospital.
  6. Attend in morning report of the hospital and provide necessary guidance and feedback to on duty staff.
  7. Develop roster for conducting the night duty in different wards of the hospital and ensure the attendance and proper performance of night duty staff.
  8. Conduct regular supervision from different wards of the PH and provide technical support and on the job training for the eligible staff.
  9. Conduct pre-service orientation/training for the new recruited staff.
  10. To prepare monthly action plan of the hospital different departments in coordination with the management team of the hospital.
  11. Assist the hospital staff to set their goals and objectives toward smooth implementation of the project.
  12. On the time EPHS HER project MD reports to the Hospital Director.
  13. Responsible for effective management of administrative and support services like X-Ray, Ultra-sound, ECG, Lab services, Blood bank, mortuary, laundry and provision of food for patients.   
  14. Participate in problem solving activities of the project at field level and in case the projects face any challenge or problem then get advice of his line manager;
  15. Supervise and support team members in the development of their yearly objectives, action plan, supportive supervision & monitoring plan and make sure each ward of the hospital is supervised regularly on daily basis.
  16. Update the JDs of all service providers based on their job title and ensure arranging their daily activities are adopted accordingly;
  17. Make sure all hospital wards are active and maintaining to provide health care services to the population in a standard quality;
  18. Make sure the quality of services delivery including Infection preventions and waste management system, the MD is expected to ensure the application of standard based management (SBM) throughout the cycle from planning, and implementation to evaluation at the PH level;
  19. Support the service providers (MDs, Nurses, MWs and technicians) to effectively do their daily activities regularly.
  20. Follow to address the challenges, findings and constrains at the result of the monitoring from PH wards and make sure its achievements before next sessions;
  21. Proper follow up of the external monitoring conducting by PPHD, GCMU/MoPH, 3rd party and others;
  1. Capacity building and quality improvement responsibilities:
  1. Conduct TNA in different wards of the hospital.
  2. Developed the PH annual training plan based on TNA.
  3. Identify needs and organize the training sessions based on training plan.
  4. Monitoring of progress of the staff of hospital awards performances
  5. To oversee the implementation of the hospital performances within the agreed standards
  6. Monitoring visit of the hospital to monitor progress of activities of hospital wards staff versus their action plans and project target indicators.
  7. To keep staff motivated through different strategies.
  8. Conduct annual staff appraisal from different wards of the hospital.
  9. Strengthen the triage and reciprocal referral system from other HFs to PH and vice versa.
  10. Active participation in client’s satisfaction survey.
  11. Ensure the proposed initiatives in project proposal for improving the quality of hospital services is implemented on due time and in a proper manner.
  12. Ensure hospital standards SBM is applied in different wards of hospital.
  1. Coordination related Responsibilities:
  1. Regular attendance and organizing of Hospital board meetings.
  2. Participation in relevant task force and coordination meetings.
  3. Participation in EPR committee meetings.
  4. Participation and organizing monthly technical review meetings with staff of PH wards.
  5. Participation in quarterly and annual review workshops.
  6. Presenting the achievements and progress of the hospital wards activities to GCMU and other visitors from hospital.
  1. Recording and Reporting Responsibilities

 

  1. Ensure availability of HMIS recording and reporting formats in all relevant wards of Hospital.
  2. Ensure from the proper utilization of HIMS recording and reporting formats in PH.
  3. Analyze the HMIS data of the hospital on monthly and quarterly bases and provide verbal and written feedback to health service providers in different wards of hospital.
  4. Ensure the HMIS data is collected from different wards of the hospital, the data is collected to HIMS database and HMIS replica is shared with CAF HO.
  5. Ensure FMR of the hospital is filled in a proper manner and is submitted to HD.
  6. Responsible for developing the update charts and graphs reflecting the achievements of the hospital staff versus the project target indicators. 
  1. OTHER TASKS GIVING BY HIS/HER LINE MANAGER BASED ON THE NEED.

Job Requirements

  1. Medical doctor “MD” or equivalent medical degree from recognized university and 5 year working experience in relevant field is must
  2. Having post-graduation degree of internal disease specialist
  3. Having at least five years of full time working in hospital
  4. Received hospital management training from reliable institutions
  5. Having strong managerial team building
  6. Having received training in hospital management or equivalent
  7. Fluent in English and local languages
  8. Good communication and presentation skill
  9. Having proper leadership skills
