About DHSA/TKG:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

  • Humanitarian Activities
  • Public Media and Communication (TKG),
  • Education
  • Cultural Heritage
  • Environmental Protection

Job Description

Objective and Scope of the Assignment:

 DHSA has recently entered in partnership with UNOCHA and ESNFI cluster for a project under Shelter assistance in Kapisa Province. The project development objective is to ‘Supporting flood-affected populations in Kapisa province by providing cash support for transitional shelter construction and shelter repair/upgrade, promoting self-sufficiency and resilience in the face of future challenges.’ The M&E specialist who is one of the key individual will work closely with the project team and other implementing agencies and stakeholders to develop methodologies and data collection instruments for monitoring and evaluation of the overall economic and social impacts of the project investment.

Minimum Qualification Requirements:

 The M&E Specialist will have a  bachelor or graduate qualification in development economics, social science or other related field (higher qualification is an advantage), with at least 3-5 years relevant background and experience in monitoring and evaluation of similar project funded by UN agencies specially  AHF and other key donors. The candidate must have demonstrated experience in designing and implementing M&E systems in a multi- faceted Project.

 

Detailed Tasks:

The Specialist will deliver the specific tasks as follows:

  • Develop methodologies, data collection instruments, and analytical procedures for monitoring and evaluation of the projects related to humanitarian, development, women empowerment and education for an economic and social impacts;
  •  Assist with the establishment of relevant subproject benchmark data, and plan and supervise the collection and any additional benchmark data required through provincial situation analysis;
  •  Train relevant Provincial Staff in data collection procedures as required during project implementation;
  • Plan and supervise the regular collection of data to monitor and evaluate the effects on poverty reduction and the economic benefits of provided in shelter assistance including shelter construction, repair and other humanitarian projects in the current fragile situation of the country in rural infrastructures and agriculture interconnected to the direct and indirect effects of livelihoods of the people;
  • Plan and supervise the regular collection of data to monitor and evaluate the level of direct  and indirect benefits  generated under the project while targeting of livelihood improvements both on village/district and provincial level including support for women vulnerable beneficiaries is in the high priority.
  • Plan and manage the conduct of surveys and studies, to assess the impact of project investments on poverty reduction in the project area;
  •  Design and manage the conducting of special studies if required of the economic and social impacts as required, including preparation of terms of references;
  •  Carry out the analysis of the data collected;
  •  Prepare a reporting schedule of each M&E visit on filed level while monitoring the progress of the project as per the M&E plan and project log-frame inline of project’s development objectives;
  • Any other task as assigned by the direct supervisor

Job Requirements

  • A minimum of a Bachelor’s degree in Social Science, practical training in M&E is essential.
  • A minimum of 5-7 years‟ experience in a similar position involving data collection, documentation, PDMs  and reporting
  • Demonstrable experience in producing good quality documents for different audiences and managing emergency and humanitarian, protection monitoring information management systems.
  • Ability to collect, analyze and produce good quality data and information tables and reports
  • Proven skills in data management with concrete knowledge of open source tools such as ODK collect, KoBo Toolbox or CommCare platforms
  • Computer literacy with possible advanced Ms Word, Ms Excel, Ms PowerPoint and Ms access
  • Knowledge in computer statistical packages (EPI INFO, SPSS and Stata)
  • Demonstrated experience in capacity building and mentoring of staff
  • Knowledge, skills and experience in participatory survey/research methods
  • Experience in use of data to inform decision-making, planning, and performance monitoring
  • Strong communication skills; oral, written and presentation skills.
  • Ready to work in difficult environmental conditions
  • Must be flexible and culturally sensitive.
