About Development and Humanitarian Services for Afghanistan (DHSA)

About DHSA/TKG:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

  • Humanitarian Activities
  • Public Media and Communication (TKG),
  • Education
  • Cultural Heritage
  • Environmental Protection

Job Description

This position is Kabul base in DHSA/TKG’s Kabul office, the Reporting/M&E officer is responsible for producing and disseminating project progress and M&E reports and operational reports to program manager. To provide support as per the Program Unit priorities. And sometimes inform of the organization management of the mentioned activities;


Duties and Responsibilities

Summary of key functions:

Management:

  • Ensuring the effective and efficient day-to-day functioning of the ongoing projects in program unit both from reporting and M&E prospective.
  • Regularly produce the project progress reports and M&E feedbacks and findings along with concise reports.
  • Collect, compile required data for project progress, narrative and M&E reports from field level.
  • Overseeing and measuring project progress, indicators, outputs and outcomes with constructive feedbacks to the project teams and program unit.
  • Participating in the development and review of relevant project/program priorities and SOPs in line with DHSA’s strategic planning
  • Participating and monitoring in the development activities in line with program mandate and donor guidelines.
  • Filed visit for the project monitoring purpose or any rapid assessment visit for data collection and baseline survey/end line survery and reporting if any natural disaster occur on provincial level or regional level.
  • Any other task given by the program manager or organization management

  • Ability to synthesize information and draft clearly, concisely and quickly first draft of reports.

Job Requirements

Required Skills and Experience

Education:

  • Bachelor or Master’s degree with equivalent) in business administration and communications or any related field.
  • University degree in combination with qualifying experience may be accepted

Experience:

  • A minimum of 3-5 years of progressively responsible experience undertaking operational and analytical work in the field of humanitarian affairs, development, reporting and M&E working experiences
  • Experience in a field mission is desirable.
  • Experience supervising people is required. Experience in the use of MS Word, PowerPoint, databases, the Internet and electronic media applications is required.

Language Requirements:

  • English, Pashto and Dari Secretariat.
  • For this post, fluency in English (both oral and written) is required. Knowledge of national languages is an advantage.
