About DHSA/TKG:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

  • Humanitarian Activities
  • Public Media and Communication (TKG),
  • Education
  • Cultural Heritage
  • Environmental Protection

Job Description

This position shall be based on the regional level in DHSA/TKG office Nangarhar , the M&E officer is responsible for producing and disseminating project progress M&E and reports to Project Manager in order to provide support to the Project Manager and team as per the Program Unit’s strategic priorities.


Duties and Responsibilities

Summary of key functions:

Management:

  • Ensuring the effective and efficient day-to-day functioning of the ongoing humanitarian project in Nangrahar from M&E prospective
  • Regularly produce the project M&E plans, field visits, feedbacks and findings along with concise reports.
  • Collect and compile required data for project progress, narrative and M&E reports from the field level.
  • Overseeing and measuring project progress, indicators, outputs and outcomes with constructive feedback to the project team and program unit.
  • Participating in the development and review of relevant project/program priorities and SOPs in line with DHSA’s strategic planning and project’s output, outcome and goal.
  • Participating and monitoring in the development of activities in line with project and program’s mandate and donor’s guidelines.
  • Filed visit for the project monitoring purpose or any rapid assessment visit for data collection and baseline survey/end line survey and reporting if any natural disaster occurs on the provincial or regional level.
  • Accurately plan PDMs on the field level before the actual distribution as per the donor distribution guidelines.
  • Any other task assigned by the program manager or organization management

  • Ability to synthesize information and draft clearly, concisely and quickly the initial draft of reports.

Job Requirements

Communication:
 

  • Speaks and writes clearly and effectively;
  • Listens to others, correctly interprets messages from others and responds appropriately;
  • Asks questions to clarify, and exhibits interest in having two-way communication;
  • Demonstrates openness in sharing information and keeping team and target communities informed.

Education:

  • Bachelor or Master’s degree with equivalent) in business administration and communications or any related field.
  • University degree in combination with qualifying experience is plus

Experience:

  • A minimum of 3-5 years of progressively responsible experience undertaking operational and analytical work in the field of humanitarian affairs, development, reporting and M&E working experiences
  • Experience in a field mission is desirable.
  • Experience supervising people is required.
  • Experience in the use of MS Word, PowerPoint, databases is required.

Language Requirements:

  • Pashto/Dari and English

Fluency in English (both oral and written) is required. Knowledge of national languages is an advantage.
