About DHSA/TKG:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

  • Humanitarian Activities
  • Public Media and Communication (TKG),
  • Education
  • Cultural Heritage
  • Environmental Protection

Job Description

Overall Objectives: The Monitoring & Evaluation Officer has to manage and support routine and emergency mobile data collection including needs assessments, baseline, distribution and impact surveys, evaluations, and realistic quality and quantity reporting based on the indicators. In addition, the M&E officer will have to support the Program Department at DHSA to operationalize the Internal Complain Mechanism system, and assist in producing ‘lessons learned, success stories and evaluation reports. The Emergency M&E Officer is part of the Emergency Field Team and he/she is responsible for implementing UNICEF’s emergency field project activities.

Duties and responsibilities:

  • Data Collection form the field and analysis
  • design of an M&E plan for the Emergency response, support in developing data collection methodology and tools and in actual data collection, as needed. Assist the program unit in development of new emergency M&E tools & ideas if needed.
  • Support in data management and development of clear information flow between programme and staff, as needed. Ensure collection of quality data from programme/projects. Responsible for data consolidation, data quality control and standard analysis.
  • Capacity building and training of programme staff on M&E technical and conceptual areas, as needed.
  • Preparation of Case Studies to support the activities of the department.
  • Work with UNICEF M&E Unit and other sector specialist to ensure that their information /reporting needs are being met with. Assist the Emergency Program Manager in the consolidation of Weekly / Monthly / Quarterly reports.
  • Support in the implementation and manage (follow up) a full complaints and response mechanism for the program.
  • Conduct routine monitoring visits to field sites to ensure high quality implementation of the M&E framework.
  • Perform other duties as requested by supervisor.

Job Requirements

  • Proven work experience as M&E Officer or similar role.
  • Able to work in Emergency Situation.
  • Local Resident of Paktia and Paktika Province are highly encouraged.
