Just  for  Afghan  Capacity  and  Knowledge  (JACK)  is  an  independent,  Non-Governmental,  Non-Profit,  Non-Political  and  Non-Sectarian  Organization working  in  Afghanistan  in  the  areas  of  Capacity  Building  Education  and  Health  with  an  aim  at  improving  livelihoods  and  alleviating  poverty.  The organization  is  re-registered  under  the  Ministry  of  Economy  with  registration  number,  316  of  January  18,  2006.    The organization works in Collaboration with other line Ministries, NGOs, INGOs, and donor community. Our donors are USAID, UN, OCHA and Ministries.

Job Description

Job Purpose

The M&E Officer for the Basic General Literacy project funded by UNESCO will be responsible for Provision of monitoring and evaluation of the project using standard M&E tool such as questionnaires, observations, and assessments.

The project intends to provide literacy opportunities for Afghans over 15 years previously excluded from education to have the knowledge, skills, attitudes, and values they need to be productive, healthy, and responsible citizens prepared to contribute to the welfare of society and equipped for viable employment in the national market. This will be primarily achieved by building the capacity of literacy facilitators in the target districts.

The following items are the main responsibilities of the M&E Officer:

Specific Responsibilities:

  • Ensure that CBE project activities are in line with CBE program quality principles and standards, donor requirements, and good practices.
  • Conduct monitoring and evaluation of program assignments.
  • Support in standardizing monitoring and evaluation activities of the project.
  • Support in developing data collection methodology and tools.
  • Compile and update monthly output tracking sheets (M&E matrices), online reporting, monthly M&E reports.
  • Support the social organizers and other provincial project teams to improve quality of monitoring, evaluation, and accurate reporting, including training on M&E tools;
  • Support field staff to implement project level assessments, baseline survey using ODK/ mobile data collection methods, outcome measurement, training and supervising of social organizers, data entry and analysis;
  • Support the use of digital-based data collection using mobile phones/tablets; conducting regular monitoring visits from projects’ activities and reporting monitoring findings with relevant staffs to the central office.
  • Regularly monitor project activities and report the success, short comes and challenges with the central office.
  • Ensure the MoE’s latest CBE policy has been fully considered in all phases of CBE project implementation.
  • Ensure the quality of the education program through regular monitoring.
  • Ensure that Field Monitoring plans are achieved on time.
  • Develop M&E tools for gathering information/data from the field and keep up to-date data required for timely and quality reporting;
  • Act according to the policy and regulations of JACK and education directives.
  • Report monitoring data in a timely manner to relevant program and managerial staff.
  • Support in data management and development of clear information flow between program and monitoring and evaluation staff, as required.
  • Develop monitoring and other required data collection forms in ODK/Kobo platforms.
  • Ensure learning properly accompanies project activities throughout the project cycle.
  • Support accountability through coordinating project evaluation activities and guiding staff under her/his supervision, in their efforts to reflect on project experiences.
  • Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.
  • Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.
  • Ensure project documentation for assigned activities is complete with all required documents and are as per agency and donor requirements.
  • Identify challenges in the implementation of project activities with the team and offer ideas for potential solutions.
  • Any other tasks assigned by the line supervisor/manager.

Job Requirements

  • Minimum 4 years of relevant work experience with national and international NGOs/programs.
  • Bachelor's Degree in Education, Social Science, Economics, or any other related field.
  • Fluent in English, Pashto, and Dari with excellent speaking and writing skills

  3. Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner;

  5. Ability to travel throughout country;
  6. Respect confidentiality of organization;
  7. Good knowledge of ODK/Kobo Toolbox usage;
  8. Ability to use information technology and computer tools like Ms. Office, Data Analysis, and other reporting tools effectively;
  9. Strong ethics, with an ability to manage confidential data
