About Afghan Family Guidance Association |AFGA

Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of the International Planned Parenthood Federation (IPPF).

AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF).

IPPF is an alliance of 151 family planning associations known as Member Associations which has projects in over 180 countries. IPPF continues to be the largest civil society provider of reproductive health information and services in the world.

Job Description

Description of Role:

Under the supervision of the M&E Manager, the Monitoring and Evaluation Officer shall be responsible for the overall collection, summarizing, compiling, storing and timely reporting of all forms data generated from the DHSI-2 Local and Global, as well as other M&E/MIS tools with a key focus on submission of timely, qualitative and quantitative reports to the M&E manager for finalization and dissemination to donors and relevant stakeholders. Specifically, the M&E Officer has to focus on implementing the M&E plan and help the M&E Manager in conducting field visits, analysis and reporting.

Duties:

M&E Responsibilities

  • Responsible to collect, validate, and compile data received from the AFGA service delivery points,
  • Entry the data into the data base; analyze and interpret the data for effective and efficient program implementation,
  • Help in the preparation of field reports, including data collection, analysis, and presentation,
  • Conducti field monitoring according to AFGA checklists and procedures,
  • Supervise regular data collection and ensure quality of the data by random verifications and validations,
  • Record, manage and preserve M&E data in a safe and accessible way,
  • Analyze and discuss findings based on regular monitoring data with the M&E Manager and program team as needed,
  • Provide support on M&E and evidence-based recommendations to program,
  • Provide feedback to senior staff and program teams on projects’ performance based on monitoring data findings,
  • Produce monthly and quarterly progress reports based on the annual work plan, with qualitative and evaluative inputs from the various sectors under the projects, and submit to M&E manager. 
  • Responsible for proper record keeping and filling system of evaluation and statistical data,
  • Ensure availability of appropriate register, reporting formats and other Monitoring and evaluation tools and responsible for timely distribution of these formats to AFGA centers through logistic and supply system,
  • Assist the M&E Manager in the process of drafting and finalization of AFGA monitoring and evaluation plan and tools,
  • Provide feedback to in-charges of AFGA service points on their monthly statistical report and provide recommendation for improvement of reports,
  • Any other program related tasks assigned by the M&E manager and/or CEO from time to time.

HMIS Responsibilities

  • Ensure update HMIS software is functional and used properly in the main office and field,
  • Record, compile, analyze and interpret health data and information,
  • Update HMIS forms and train field staff on how to use these forms,
  • Supervise clinics and Community Midwives’ (COMs) HMIS activities and give proper feedback to related staff,
  • Ensure and maintain the flow of information to AFGA main office from the field and reversely,
  • Give advice and support to the project and program staff in HMIS related tasks,
  • Other HMIS related and needed activities.
 

Job Requirements

Qualification/Experience:

  • University Degree from a reputable university in the Medical field or Midwifery. Other degrees in a relevant field are also acceptable
  • At least three years’ experience in the field of Monitoring and Evaluation
