In Afghanistan, more than forty years of conflict continue to undermine the rights of children to have access to their rights (Education, health, food, nutrition, protection etc) which adversely results in children and their families demonstrating Mental Health and Psychosocial disorders and challenge. The National Mental Health Survey and Assessment of Mental Health Services (2018)  showed that the population of Afghanistan is very much exposed to traumatic events: 66% have personally experienced at least one traumatic event, and 77% witnessed such an event, for a total of 85% who have either personally experienced or witnessed a traumatic event. This is a very high number which is considered a risk for PTSD[1].  Irrespective of this alarming level of risk of PTSD in the country, the multiple levels of emergencies ranging from the conflict, which intensified in 2021, the COVID Pandemic and climate-related (storms, flooding, winter, drought, earthquake etc) emergencies result in further Mental Health and Psychosocial challenge for the population, including children.  According to the 2018 National Mental Health Survey, 10 % of children were found to be impaired in their daily roles by a mental health problem as evaluated by their mother; 8% may qualify for a potential diagnosis[1]

Job Description

Purpose for the job:

Assist the Logistics Manager in the daily management of logistics tasks related to HER Project.

How can you make a difference?

Summary of key functions/accountabilities:

  • Monitors the flow of supply and non-supply assistance to SPs.   
  • Collects and records information on supply/non-supply inventory, distribution, and utilisation of HER supplies.
  • Utilize UNICEF Supply dashboards to maximize support to Programme sectors in data analysis.
  • Ensure timely & accurate data collection and dissemination.
  • Undertakes visits to warehouse facilities and project sites, which include providing information and briefing on project activities and status.
  • Investigates queries regarding authorisation, delivery or payments and follows up with Finance, Administration, Supply and Programme staff on the processing of payments.
  • Ensures that activities are in accordance with plans of action.
  • Ensure efficient coordination between logistics functions and provide ongoing training and development to HER SPs on warehousing best practices.
  • In conjunction with the Supply Officer, provide assistance to Programme Sectors in planning and budgeting project implementation.
  • Provide goods status reports to concerned programmes and the logistics unit at the national level.
  • Other logistics-related duties as requested by the Supervisor.

Job Requirements

To qualify as an advocate for every child you will have…

  • A university degree in Logistics, Business Administration, Management, Pharmacy, or a related field is required. Specialized training/experience in supply chain management would be a significant asset.
  • A minimum of one year of progressively professional work experience in logistics operations and management is required.
  • Experience working within complex warehousing is an asset.
  • Experience supervising warehousing staff is an asset.
  • Experience in health supply chain management is advantageous.
  • Developing country work experience and/or familiarity with emergency situations is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.
