About FAO Organization

Project Background:

Combating land degradation and biodiversity loss by promoting sustainable rangeland management and biodiversity conservation project is a five year intervention of the Food and Agriculture Organization of the United Nations (FAO) funded through the Global Environment Facility (GEF). This project aims to improve the sustainability of agriculture, forest, and land-use management through rehabilitating degraded rangelands, biodiversity conservation and enhancing and maintaining the livelihoods of Afghan rural communities in Khost, Laghman and Nuristan provinces in          Afghanistan by employing the community-based natural resource management (CBNRM) approach. The project has three major components: (i) capacity-building at the national, sub-national, and district levels in community based natural resources management for sustainable rangeland and forest planning; (ii) Integrated management and restoration of degraded landscapes for biodiversity conservation and sustainable/regenerative rangeland management; (iii) Systematic creation and sharing of knowledge, project coordination, monitoring and evaluation (M&E), and institutional capacity development. 

The Senior GIS specialist will be responsible for all the geospatial data creation and management which would facilitate the implementation of participatory assessment and mapping of natural resources of the target districts. In addition, they will be preparing land-use/land-cover, watershed and topographic maps for RMAs and FMAs and target areas. 

The Senior GIS specialist will closely work with appointed specialists and support the project task team in preparing maps of land-use/land-cover, rangeland hotspots, FMAs and RMAs, mission maps etc which would facilitate in devising strategies and plans for implementation of sustainable natural landscape planning. They will provide technical guidance for the implementation of forest restoration and management, agroforestry and small-scale greenhouses.

FAO is looking for qualified national staff fill the position of senior GIS specialist. This position will support the work of the GEF-funded” Combating land degradation and biodiversity loss by promoting sustainable rangeland management and biodiversity conservation” project in Afghanistan. 

 

Job Description

Reporting Lines

The Local Security Assistant (LSA) – Herat will work under the overall supervision of the FAO Representative, the direct technical supervision of the International Security Officer (SO) and FAO Senior Security Assistant (SSA) and in close collaboration with the Regional Coordinator for East Region.

Technical Focus

The Local Security Assistant (LSA) – Herat reports and manages all security-related matters and acts as the primary security focal point for management and staff in the Region.

Tasks and responsibilities

  • Assist the Senior LSA and International SO with developing, recommending, and implementing appropriate safety and security procedures related to all aspects of the mission’s and its program’s safety and security;
  • This will include effectively addressing emergency management preparation, oversight, and response, as well as supporting the SO with the drafting of Standard Operating Procedures (SOPs) for operational and In Extremis (IE) response scenarios;
  • Strengthens the security arrangements of FAO facilities and contingency planning, and in close cooperation with the UN Department of Safety and Security (UNDSS) and coordinates 24/7 response to all safety and security-related incidents involving FAO staff and assets;
  • Coordinates safety and security-related activities with UNDSS in the Region, security focal points of other agencies and humanitarian partners, and liaises with local authorities responsible for security;
  • Review and make recommendations regarding safety/security requirements of FAO Regional Office and liaise regularly with the SLSA and SO  on emerging threats and specific security  conditions, among others;
  • Assist in developing and regularly reviewing all internal evacuation and emergency contingency plans and make recommendations as necessary (emergency evacuation, assembly/safe areas, mass casualty management, warden system, and emergency communications), to develop appropriate responses, including required human and technical resources for effective implementation;
  • Conduct regular physical security surveys of facilities and staff housing (guest-houses, hotels) within the Region Provinces;
  • In coordination with the SLSA and SO, produce a consolidated Security Risk Assessment document for the Regional office;
  • Develop Ad hoc SRM for various field missions;
  • Organize DfPS armed escort when necessary as per SRM;
  • Collaborate as required with the SLSA and UNDSS regarding  all aspects of threat/risk analysis;
  • In coordination with the Regional Coordinator, SLSA, and SO, assist with the preparation of the Contingency Security Plan;
  • Provides FAO staff with specific security briefings, situation reports and other appropriate security-related information and training;
  • Undertakes field security missions to FAO operations in the area of responsibility and conducts security assessments to determine the level of risk to FAO operations; identifies and implements appropriate risk mitigation measures;
  • Participates in an observer capacity in the Region specific Area Security Management Team (ASMT) meetings and provides all necessary assistance to the FAO Regional Coordinator on security-related matters;
  • Advises the Area Security Management Team (ASMT) through the Regional Coordinator on particular priority security concerns to FAO programme operations activities;
  • Participates as a member of the Region specific Security Cell and provides advice on particular FAO concerns regarding the security of the Organization’s operations activities;
  • Supervises security equipment and personnel, including inventory, extended training, and performance of in-house unarmed-guards and arranges security escorts for FAO mission’s personnel;
  • Establishes and maintains contacts with regional, national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and municipal/civic/traditional leaders and UNDSS, Field Security Coordinator (FSCO), and donor community;
  • Conduct security assessments within the area of responsibility as required in support of FAO operations;
  • Establish contact across their area of responsibility with all relevant local authorities as appropriate;
  • Maintain appropriate level of confidentiality regarding FAO security matters and ensure that FAO personnel are kept informed of matters affecting their safety and security;
  • Monitor the security situation in  and provide the Regional Coordinator and Senior staff, both  National and International, while keeping SLSA and SO in the loop;
  • Ensure that all FAO personnel and recognized dependents comply with a specific security advisory, instructions at the duty station in line with UN Security Management System (UNSMS) policy and in accordance with the framework of accountability;
  • To ensure that all FAO personnel, and particularly drivers enhance their familiarity with area-specific major routes and alternate routes, availability of safe havens, outlined in the specific Quick Security Risk Assessment (QSRA) and Standard Operating Procedures (SOPS) on road accidents, breakdown, checkpoints, ambush, mine/UXO procedure, and guideline;
  • Carry out appropriate safety and security training programmes, including proper use of available emergency communication equipment in a professional and timely manner;
  • Perform any other related duties as required.

Job Requirements

Minimum Requirements

  • University Degree (Bachelor) in security management, business administration, political/social science, international relations, or a related field. Military or Police Academy degrees (at officer’s level), may also be considered in lieu of the first-level university degree;
  • A minimum of seven (7) years of progressively responsible experience in field security management within the UN security management system (UNSMS) or relevant organization is desirable;
  • Working knowledge (level C) of English and local languages (Pashto and/or Dari);
  • Resident of Herat, Afghanistan;
  • National of Afghanistan.

Technical/Functional Skills  

  • UNDSS certification in any of the following is an asset: Security Certification Programme (SCP), Hostage Incident Management and Emergency Trauma Bag (ETB) Qualification;
  • UN experience in the field of security within Afghanistan, preferably in the applicable Region;
  • Extent and relevance of experience with emergency communications equipment operation, including Very High Frequency /High Frequency/Satellite /DMR;
  • Problem-solving, client orientation, behavioral flexibility, initiative, attention to detail, good communication skills, and teamwork.  Trustworthy with a high sense of responsibility;
  • Ability to establish and maintain good working relations with other staff/colleagues from different cultural backgrounds and with relevant counterparts;
  • Strong professional command of Microsoft Office, in particular Word and Excel.
