Job Description

Purpose of the Job:

The Livelihoods and Food Security (LFS) Technical Assistant will help implement and monitor NRC’s LFS Livelihoods and Food Security programmes in the West Region, focusing on Herat and surrounding areas. The aim of NRC’s Livelihoods and Food Security programme is to enable vulnerable displaced people and host communities to improve their access to income earning opportunities, or start small enterprise development, so they can support their families. This is part of NRC Afghanistan’s broader strategy to promote durable solutions to displacement – beyond short-term emergency assistance – and to prevent further displacement.

The Livelihoods and Food Security Technical Assistant will report to the Livelihoods and Food Security Officer directly and as well the project coordinator in Herat. She will play a key role in setting up and implementing all Livelihoods and Food Security activities in Herat. She will be expected to spend up to 75% of her time in the field (mostly in and around Herat), visiting beneficiary households, local businesses, local authorities etc.

Generic responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Assist a range of support with the implementation of the Livelihoods and Food Security portfolio according to plan of action
  • Implements independently procedures and activities within own function or core competency as delegated
  • Responsible for organizing and delivery of tasks in line with priorities and standards
  • Use initiative in day-to-day problem solving in line with agreed procedures, priorities and standards for the area of work
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement in your area of expertise
  • Adhere to NRC ‘s Code of Conduct, Standard Operating Procedures, and Guiding Principles to uphold the highest professional ethical obligations.
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes

Specific responsibilities

  • Be the key point of contact between NRC and the various non-staff individuals working on NRC livelihoods projects (business mentors, technical skills mentors, business trainers, etc.)
  • Ensure that these non-staff individuals are performing their duties properly, by regularly attending activities in the field.
  • Support these non-staff individuals with any administrative, logistic or HR issues.
  • Help beneficiaries obtain any necessary administrative/ legal documentation such as small business permits from the municipality and work permits from governmental departments in coordination with ICLA team.
  • Help the management in select beneficiaries eligible for Livelihoods and Food Security programmes, based on guidelines and procedures given by the LFS Officer/ Coordinator.
  • Immediately report any challenges or implementation delays to the Livelihoods and Food Security Coordinator.
  • Ensure proper filing of documents, including beneficiary registration & distribution lists, receipts, contracts etc.
  • Collect assessment, baseline, end line and other monitoring data, by conducting interviews with beneficiaries and key informants in the field.
  • Help analyse assessment and M&E data as required – with the support of the Livelihoods and Food Security Officer/ Coordinator and M&E staff.
  • Maintain well-organized and up to date databases of all Livelihoods and Food Security beneficiaries with support of database officer.
  • Facilitate Job-placement sessions and regularly monitor and report status of BNFs and businesses.
  • Ensure the inclusion of cash-based interventions and market based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  • Conducting the business development trainings (on the job and theory) for the project beneficiaries.
 

Job Requirements

Generic professional competencies for this position:

  • Excellent written and spoken local languages and English.
  • Good knowledge of Microsoft Excel and Word.
  • Ability to be highly mobile and spend a lot of time in the field (beneficiary households, visiting local businesses, meeting with local authorities etc.)
  • Creativity and willingness to try new things
  • A positive and collaborative attitude and willingness to work in a team
  • A willingness to work in a multi-cultural environment 
  • Knowledge of cash-based interventions and market-based programmes
  • Knowledge of using database and data processing

 

Context related skills, knowledge and experience:

  • 2 to 3 years working experience in livelihoods section, creation and development of small businesses, income generation activities and enterprise development.
  • Experience working with local authorities in the West Region.
  • Experience working in the field with low-income communities.

 

Education:

  • Bachelor's degree only in business development, economic or agriculture.
