Job Description

Purpose of the Job:

The Livelihoods and Food Security (LFS) Assistant will help implement and monitor NRC’s LFS programmes in Herat province, focusing on Herat and surrounding areas. The aim of NRC’s LFS programme is to enable vulnerable displaced people and host communities to improve their access to income earning opportunities, or start small enterprise development, so they can support their families. This is part of NRC Afghanistan’s broader strategy to promote durable solutions to displacement – beyond short-term emergency assistance – and to prevent further displacement.

The LFS Assistant will report to the LFS Officer/Coordinator in Herat. She will play a key role in setting up and implementing all LFS activities in Herat. She will be expected to spend up to 70% of her time in the field (mostly in and around Herat), visiting beneficiary households, local businesses, local authorities etc. 

This position will focus on implementing: home based livelihood intervention more focused on illiterate women with limited skill on creation of micro enterprise and support them find proper market linkage.

Job Requirements

Generic responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines
  • Adhere to NRC‘s Code of Conduct, Standard Operating Procedures, and Guiding Principles to uphold the highest professional ethical obligations.
  • Assist with the implementation of the support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes

 

Specific responsibilities:

  • Help beneficiaries obtain any necessary administrative/ legal documentation such as small business permits from the municipality and work permits from governmental departments if needed.
  • Immediately report any challenges or implementation delays to the LFS Officer.
  • Ensure proper filing of documents, including beneficiary registration & distribution lists, receipts, contracts etc.
  • Provide business and life skill trainings to beneficiaries enrolled in small-enterprise development project, in small groups (at beneficiaries’ houses or in communal spaces within the community).
  • Help beneficiaries identify what type of business they want to establish, where, and with who; draft a business plan and budget for this business; deliver the requested tools/equipment in the most effective way; find new clients; develop new products more tailored to the demand, etc.
  • Help beneficiaries prepare the application for a home based start-up from NRC and review the application before submitting It to the LFS team
  • Organize beneficiaries into groups for the basic business skills training.
  • Immediately report any challenges or implementation delays to the LFS Officer – including beneficiaries dropping out of the programme, conflicts between group members which could jeopardize the success of the business, misspending of the cash grants, problems with receiving the cash grants etc.
  • Collect assessment, baseline, end-line and other monitoring data, by conducting interviews with beneficiaries and key informants in the field.
  • Ensure for data collection, filling, and documentation of project files.
  • Performs any other task as assigned by line manager.

    Qualification

    • Minimum 2 to 3 years of experience from working as in income generation activities, business mentorship, business development or similar role in a humanitarian/recovery context with I-NGOs or private sector.
    • Documented results related to the position’s responsibilities
    • Ability to be highly mobile and spend a lot of time in the field (beneficiary households, visiting local businesses, meeting with local authorities etc.)
    • Creativity and willingness to try new things
    • A positive and collaborative attitude and willingness to work in a team
    • A willingness to work in a multi-cultural environment 
    • Knowledge of cash-based interventions and market based programmes
    • Certified business start-up trainers will be preferred.
    • Good written and spoken Dari, good spoken English and Pashto an advantage.
    • Good knowledge of Microsoft Excel, Power Point and Word.
    • Experience establishing and managing a small business.
    • Experience teaching or mentoring youth and people with basic education levels.
    • High interest in teaching and mentoring – especially working with youth.
       

    Education

    Bachelor Degree from economy, business Administration, agriculture and social science.
