Job Description

  • A general database should develop with direct consultation of line managers (Head of the dept. Area FLAT, Program Managers, and Area Coordinators.
  • Prepare monthly Learning and development reports and submitted to the HR Manager in the first week of the upcoming month.
  • Organize field visits to conduct and deliver training for national and international ACTED staff
  • Train the newly employed staff of the Human Resources department on ACTED HR policies and provide a workshop for all HR staff members on any change in ACTED HR policies.
  • Develop ACTED capacity building and staff development strategy under close supervision of the HR Manager.
  • Assess actual skills and abilities of national staff to develop and implement adequate training to reinforce and enhance their competencies.
  • Supervise the provision of short-term training for staff development and check availability budget with finance and approval with coordination.

Internal Training:

  • Conduct review and survey of staff performances (based on staff appraisals) with direct contact of line managers to identify requirements/needs for training;
  • Follow-up on the internal and external training plans (application forms, organizational support, follow-up after the training, evaluations, centralization of training materials)
  • Facilitate and deliver the management workshops for supervisors and any other relevant pieces of training or workshops
  • Coach and support supervisors with the implementation of all L&D tools and policies new tools and policies
  • Provide active support to all bases when needed in conducting their L&D activities
  • Give regular feedback to the line manager and report directly any issue or incident
  • Organize regular training for staff based on the requirement, confirmation of line managers, and approval of the HR Manager;
  • Brief Training for all new International/national staff on ACTED system, procedures, code of conduct, and internal regulation.
  • Responsible for the ongoing updating of the training library
  • Depth knowledge of various learning management systems and project management
  • Perform hands-on tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience.

External Training:

  • Search various sources (websites, newspapers, education training centers) to introduce staff to short terms courses & training;
  • Contact with line manager, program managers, area FLAT, and Area Coordinator to revise the list and update the database;
  • Ensure that “External Training Request Form” is filled by the relevant staff, cost determined & Finance validated the available budget cost prior to present for CD’s approval;
  • Organize regular training for staff based on the requirement, confirmation of line managers, and approval of the Country Director.

Job Requirements

  • Minimum Bachelor's degree in BBA, Management, Human Resource Management, Public Administration.
  • Minimum of 3 years progressive experience in Human resources, especially Capacity Building, Learning & Development
  • Strong L&D gaps analysis skills
  • Significant experience with effective learning and development methods
  • Good knowledge of e-learning platforms and practices
  • Strong ability to design and implement learning & Development programs
  • Good knowledge of training assessment practices
  • Practical experience with MS Office and Learning Management Systems (LMS)
  • Strong communication and negotiation skills٫ with a good ability to build relations with employees
  • Ability to work in a team or individually
  • Travel to ACTED field offices is required
