People in Need’s Afghanistan country programme started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the programme has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

 

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalised communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them. 

PIN has secured an 11 month Educations in Emergencies project funded by the Afghanistan Humanitarian Fund. The project will establish temporary learning spaces to 2400 children in crisis affected communities in Kabul providing access to recreational activities, psychosocial support and basic educational course in line with EIEWG standards.

Job Description

 Job Summary:

Under the overall supervision of the Logistics Manager, the IT & Logistics Officer is responsible for the effective delivery of IT & administrative support to the Mission. IT & Logistics Officer oversees and provides solutions to a wide spectrum of complex issues related to IT planning and budgeting, supervises work of PIN IT structure, and ensures timely IT structure troubleshooting. She/he works closely with PIN HQ IT department, programs, and other operations personnel to develop joint approaches and solutions. The key results have an impact on the overall mission efficiency and success in the implementation of programs.

GENERAL COORDINATION & MANAGEMENT

  • Supervises working of PIN IT structure, and ensures troubleshooting timely.
  • Coordinates overall IT operations in PIN Afghanistan offices in Kabul & and other field offices.
  • Coordinates the distribution of client stations / IT equipment between Mission offices.
  • Collect information about Mission needs with respect to IT with all relevant PMs and departments.
  • Provides training for new employees, based on PIN IT rules in coordination with PIN Afghanistan HR Department.
  • Ensures a secure working environment in the IT department.
  • In coordination with PIN Afghanistan HR Department takes part in searching for and hiring new employees for the IT Department (if required).
  • Reports to the Logistics Manager and works under his/her supervision.

STAFF COORDINATION, CAPACITY BUILDING, PROCESS IMPROVEMENT & KNOWLEDGE SHARING

  • Facilitate knowledge building and knowledge sharing; organize and hold training on IT topics; provide a synthesis of lessons learned and best practices in IT and mission practices.
  • Ensures training for all employees about new software/hardware.
  • Maintain quality of service while establishing and following operational standards.

ASSETS COORDINATION 

  • Ensures proper management of IT-related assets documents and information. Reports regularly and upon request to the Logistics Manager.

  • Conducts regular assets inventory, communicates findings, and implements all mitigation measures to ensure asset security.
  • Ensures assets labeling, presence and functionality of assets database, tracking of assets movement, disposal, theft/loss, write-off, and adherence to the relevant procedure.
  • Ensures all assets liability, handover, and return papers are properly signed, understood, and filed.
  • Ensures completeness and accuracy of asset information and documentation in enterprise information management system (ELO) and accounting system Navision.
  • Ensures relevant insurance of assets, surveillance or other adequate measures for asset security, proper storage and handling conditions for assets, and adequate management of incidents.
  • Running physical inventory every six months and assisting in annual inventory reports.

CLIENT STATION & SERVERS

  • Installs, and reinstalls operating system and PIN-approved and recommended software.
  • Installs all necessary and recommended software and security updates.
  • Based on the request from PIN Afghanistan HR Department, set up a user profile according to PIN policies.
  • Connects client stations to network resources, such as shared disks, VPN, printers etc.
  • provides server performance monitoring and reports any problems to PIN HQ IT, Logistics Manager.
  • Provides backup server data in the scope and according to the schedule agreed with PIN HQ IT.
  • Maintains access to shared resources on the server with a strong emphasis on data security.
  • Set up and maintain sustainable protection against malicious software (viruses, worms, Trojans, spyware, etc.).
  • Ensures working of signatures (both internal and external), as well as digital signature, and ELO approvals.
  • Provides general Intranet maintenance.
  • Provides standard troubleshooting of client’s hardware and software problems to the extent of experience.
  • Provides consulting advanced helpdesk issues with the Logistics Manager and PIN HQ IT.
  • Prioritizes helpdesk issues.
  • Assisting with coordinating PIN-wide enrolments (AAD, Intune, Bit locker...)

NETWORKING & COMMUNICATION

  • Sets up and maintains basic LAN and Wireless network with emphasis on security.
  • Consults advanced design and modifications of LAN and Wireless network with Logistics Manager and HQ IT.
  • Designs, maintains, provides troubleshooting and expanding communication means according to Mission needs including phones, Internet, CCTV, and other communication methods.
  • In cooperation with PIN Afghanistan Logistics Department, ensure offices, guesthouses, and personnel phones are equipped with reliable IT infrastructure and internet connection.
  • Create and regularly update the PIN all-staff contact list.

Planned IT/Cyber Security activities for the future

  • All the computers' HDDs should be encrypted by BitLocker
  • All the computer's BIOSes should be protected by a password
  • All users should have OneDrive enabled and synced
  • All computers should be connected to AAD
  • All users' passwords should be changed to a different format (maybe some more difficult steps could be asked and some users could need support)
  • MFA will be required for high-risk people
  • Intune will be required for people, who work with PIN systems and data from smartphones

FLEET MANAGEMENT

  • Provides maintenance of vehicles if needed and approved by Logistics Manager.
  • Obey security guidelines & rules regarding passenger transportation.
  • Ensures proper route calculation.
  • Checks vehicle drivers for efficient route choice.
  • Provides checking of routes with vehicle logbooks using paper or electronic logbook forms.
  • Maintain Fleet Follow-Up table.
  • Ensures availability of all necessary documentation to vehicle drivers.
  • Assists with flight tickets and accommodation booking for Mazar.

Job Requirements

Having Bachelor degree

2-3 years of work experience in NGO

Previous experience as an IT with NGOs

Having Advance PC skills

Intermediate English Language 

Analytical and planning skills

Communication/Cooperation skills
