Established in 1934, the Afghan Red Crescent Society (ARCS) is an independent, humanitarian institution which has been recognized by the government of Afghanistan as an auxiliary to State agencies. ARCS play an important role in delivering disaster response services. Under the 2016 Red Crescent Law, ARCS carry out its activities in accordance with the principles of humanity, impartiality, neutrality, independence, voluntary services, unity and universality. Among others, ARCS have the duty to provide assistance to disaster-affected communities, supply emergency shelter, and distribute relief items to vulnerable people. Through its network of 7 regional branches and 34 provincial branches and more than 20,000 staff and trained volunteers, ARCS is amongst the few national organizations with nation-wide outreach and access. Over the past decades, ARCS has managed to uphold its neutrality and enjoys acceptance enabling its teams to carry out principled humanitarian action across the lines of conflict, including in the large portions of the territories controlled by armed opposition groups. With the support of its Red Cross Red Crescent Movement partners – the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC) and Partners National Societies like the Norwegian Red Cross – ARCS has also strengthened its management systems, procedures and partnerships to respond to emergencies, upon request of the public authorities or under its own initiative.

 

Job Description

Purpose

The ICRC in Afghanistan is looking for an Integrity Advisor to support the implementation of their integrity roadmap and the Delegation’s effort to foster a culture of integrity.

 

Main Responsibilities:

Functional Responsibilities:

  • Supports the implementation of the Code of Conduct Framework and Integrity Roadmap at the delegation and sub-delegation level and provides guidance and support to managers and staff on their questions related to the Code of Conduct and related policies and guidelines.
  • Conducts capacity building activities through information sharing, dialogue and training with an aim to:
    • Enhance staff awareness and understanding of their roles and responsibilities in promoting a culture of integrity and preventing fraud, harassment and sexual exploitation.
    • Foster positive ambition for principle based ethical decision-making.
    • Support staff in making ethical choices when fulfilling ICRC mandate and commitments towards affected population.
  • In coordination with the Head of Support and Regional Integrity Advisor, supports the delegation in identifying training needs and development and implementation of a training plan; tracks and evaluates training efforts and training completion rates.
  • Supports operational departments in due diligence assessments of partner organisations.
  • Customises documentation and resources to the delegation’s specific context and adapts these, as needed, to specific needs of metiers or departments in the delegation.

Job Requirements

  • University degree in social sciences, law or international relations or similar fields
  • Fluency in Dari, Pashto and English.
  • Computer proficiency.
  • Minimum 6 years' overall professional experience, preferably with an international organization in safeguarding / ethics and compliance
  • Interest in organizational development within the humanitarian/development or private sector, proven by educational background or professional experience
  • Proven ability to collaborate within and across cross-functional teams and units, in a matrixed environment.
  • Experience in running face to face training sessions.
  • Is willing to travel within Afghanistan and abroad
  • Experience within the ICRC and knowledge of ICRC's compliance structure and administration is an asset.
