Job Description

Job Overview:

The ICLA Officer ensures the day-to-day implementation of all ICLA activities in the field through direct action and supervision of assistants. The Officer is responsible for ensuring that all ICLA activities and staff under her/his supervision comply with the NRC Code of Conduct, national law, donor requirements, and ICLA’s overall objective to ensure that people affected by displacement can access their right to a durable solution.

Generic responsibilities:

  • Adherence to NRC policies, guidance and procedures.
  • Ensure that ICLA projects target beneficiaries most in need of protection and contribute to new approaches for assisting target populations.
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement.
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes.
  •  Any other tasks assigned by the line manager.

 

Specific responsibilities:

  • Overseas day to day activities of ICLA Technical Assistants, particularly the legal information, counseling and assistance to ensure the quality of services provided to displaced affected people are in accordance with the ICLA strategy, project documents, and applicable laws and procedures.
  • Manage and supervise Assistants: Using the tools provided by Project Coordinators, determine weekly and monthly planning for his/her team. Distribute activity targets to team members. Follow and evaluate Assistants’ progress and professional development through weekly meetings and/or written reports (performance appraisal). Ensure that Assistants participate in tailored capacity building.
  • Supervise the ICLA Technical Assistants in referral cases and ensure that there is consistency in follow up on the related cases.
  • Assist ICLA TA in identifying and selecting beneficiaries, collecting relevant documents (copies of claim files, customary or title deeds, client request from NRC, NRC contract with client, VRF or village leader certification or any other relevant documents).
  • Counselling: Provide individual counselling to beneficiaries where the issue is complex, especially for cases related to Housing, Land and Property matters.
  • Legal assistance: Identify LCD and HLP legal cases and assist beneficiaries as needed.  Represent clients before Justice and Judicial offices including preparing petitions and lawsuits, defense letters or any other legal letter if requested by clients in accordance with laws
  • Organize and conduct information sessions with the team per ICLA standards and project documents.
  • Providing information and assist beneficiaries on Afghanistan Labor law based on the ICLA strategies.
  • Conduct legal research and analysis.
  • Conduct needs and other assessments as required.
  • Organize and conduct capacity building trainings and related mentorship sessions for external stakeholders.
  • Organize and conduct capacity building trainings on legal related subject to ICLA Technical Assistants
  • Provide on-job training to ICLA Technical Assistants on cases records to the database, lawsuits preparing, and defense letter.
  • Supervise, monitor, and ensure his/her team’s data entries in the electronic database each month and verify and organize hard copies of sources of verification.
  • Look out for advocacy, access, and protection needs from the field and report regularly to the ICLA PC.
  • Raise PR and follow up with the logistics department as needed.
  • Coordinate with local stakeholders as needed, including with government officials and humanitarian partners.
  • Liaise with governmental, non-governmental organizations and UN agencies to establish and maintain networks for referrals.
  • Updating the M&E matrix regularly and share with ICLA PC on a timely manner.
  • Send weekly and monthly reports on her/his team’s progress to the PC.

Job Requirements

Generic professional competencies for this position:

  • Minimum 3 years of relevant experience within field of expertise
  • Technical specific knowledge from the humanitarian sector and work experience with refugees
  • Previous experience from working in complex and volatile contexts
  • Previous experience in supervising teams 
  • Documented technical competences related to the position’s responsibilities
  • Documented results related to the position’s responsibilities
  • Familiarity with NRC work in the region
  • Knowledge of English and computer literate (MS Office)
  • Legal Defense License from Afghanistan Independent Bar Association
  • Experience from working in a Protection or legal assistance implementation position
  • At least 1-2 years’ experience in project management, including supervision of staff and ensuring compliance with internal policies and procedures
  • Experience in monitoring, evaluation and reporting on project activities
  • Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection Sector)
  • Willing to travel to the “hard to reach areas” covered under ICLA projects in Herat, Nimroz and Badghis Provinces.
  • Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook

 

Education:

  • University degree from faculty of law or Sharia, or a related field and a thorough knowledge of Afghan law.
