Of the 35.5 million Afghans, about 24 million are living in the countryside, being more or less dependent on agriculture and livestock. Most of the rural families keep small ruminants, but also cattle, donkeys, and poultry are common. As livestock is a vital element of the daily lives of the Afghans, DCA is helping the Afghan people by boosting the health and production of their livestock. Healthier and more productive animals increase food security and are a source of extra income for families.

Job Description

General Position Summary:

Ensure the timely and high-quality implementation of the humanitarian response project. Support processes and partner involvement in project implementation in the mutually agreed geographical locations. Coordinate with DCA’s SMT team and Provincial Management team in implementation of the drought response program. Regularly analyse and monitor the humanitarian situation in the province and provide information effectively to design an appropriate DCA led response. Lead and monitor the team and provide support to partners in consultations with CDCs, district and provincial level MRRD department in implementation of the response program focusing on social protection initiatives. Supervise the data collection process for beneficiary identification, data entry, orientation programmes to CDCs and monitoring/complaint committees at the village level and oversee the distribution of cash to vulnerable groups. Supervise and support in post distribution monitoring and reporting. Monitoring and Evaluation of the project activities. Support Country Team and Provincial Coordinator in preparation of baseline, post distribution monitoring, data base development and writing final report.

Duties & Responsibilities:

  • Responsible for implementation of project activities in the three districts of Badakhshan
  • Ensure that project milestones and targets are achieved with in the time line and as per work plan of the project
  • Manage staff so that all objectives and performance of the project is achieved in an efficient and supportive way
  • Initiate  identification and selection of project beneficiaries and identification of affected areas (valley/village) as per project targeting criteria in the three districts of Badakhshan with the team
  • Manage the project delegated budget and ensure that cash forecast and flow are as per work progress
  • Liaise with district authorities and other line agencies for project coordination
  • Ensure the safety and security of staff
  • Ensure that all project reporting obligation such as weekly, bi monthly and final reports, are met as per agreed standards
  • Accomplish any other specific duty assigned by her/his line manager.

Job Requirements

  • Academic Background: Any BA with masters degree on humanitarian responses or equivalent of 5 years experience in humanitarian projects of NGOs.
  • Knowledge and experience of emergency operation, especially, cash and voucher responses, Food Security and Agriculture Cluster (FSAC), Accountability for Affected People (AAP), Protection of Sexual Exploitation and Abuse (PSEA) and Risk Communication & Community Engagement (RCCE)
  • Knowledge and experience of the target areas
  • Good management and coordination skills
  • Good command over written and spoken English
  • Ability to work under stressful and time constraint hours
  • Ability to work in a diversified team or environment
  • Good interpersonal and communication skills
  • Ability to travel, work and live in remote areas
