Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction

Medair Afghanistan has been operating since 1996 and currently works in three provinces: Daykundi, Uruzgan, and Kandahar. The country's main office is in Kabul, with multiple field offices. Medair implements WASH, Food Security, Health and Nutrition programming.

Job Description

Overall Purpose

HR and administrative functions required to ensure the needs of the project are met. Ensuring that HR activities are conducted in line with Medair policies and Afghanistan National standards.

Project Overview

An Integrated Emergency Response: Medair’s aim is to respond to high levels of food insecurity, malnutrition and morbidity, which have been significantly affected by drought and conflict conditions. Project activities in Uruzgan are to improve and extend utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.

Main Activities

Recruitment

  • Ensure to upload of both RRF and JD to the recruitment folder before announcement.
  • Coordination with KHR and KBL HR team regarding announcement, longlisting, and shortlisting process inline with consultation of Supervisor.
  • scheduling written tests and interview with consultation of Line manager, and facilitating these, especially for female candidates.
  • Follow up with female candidates regarding reference check, supporting documents and induction with female staff and share the update with Supervisor on timely basis.

 

Documentation & Archiving

  • Updating staff personnel files (hard) for active and inactive members in line with consultation of Supervisor.
  • Working on in/out letters and updating it whenever received or issued any letter with consultation of Supervisor.
  • Filing all project registration and MoU documents in relevant files. Not provide any office letters to staff before supervisor approval.
  • Labelling all Admin/HR files in the cabinet.

 

Leave Tracking

  • Assist program female staff who are not familiar with Medair People (HMIS) on leave booking with consultation of line supervisor and track the leave record in excel sheet and provide to line supervisor at end of each month to booked in Medair People.
  • Provide leave papers, for male/female staff while needed and book leave balance in the papers with consultation of line supervisor.

 

Performance Appraisal

  • Assistant and guidance the female staff on booking objectives for probationary period and afterward.
  • Follow up with line managers and male/female staff on probationary and annual appraisal process with consultation of line supervisor.

 

Communication / Coordination & Team Working

  • Facilitate written test and interviews in Tarin Kot, for candidates applying for roles with Medair teams in other locations with coordinating of her supervisor.
  • Follow up with national Finance team on creating resource codes for the new joiners with consultation of supervisor.
  • Work with Finance Assistant on archiving and act as cashier during his absence.
  • Follow up on complaints received by the HR department, especially when these relate to female staff or beneficiaries.
  • Other tasks that assigned by HR Officer, Area Manager, or Project Coordinator.
 

Job Requirements

PERSON REQUIREMENTS

Vocational Qualification

  • University Graduate (Bachelor) in Management, Social work or Human Resources, business administration or another relevant topic.

 

Relevant Exprience 

  • 1-2 years of experience in Admin/HR field.
  • NGO experience in Admin/ HR or similar field

 

Language Skills

  • Excellent English & Pashto
  • Language skills (written and oral) will be tested in the interview
  • Ability to read/write in Dari

 

IT Skills

  • Basic skills with MS Word and Excel
  • Experience using scanners, copiers, and file naming systems
  • Excellent MS Office skills
