Medair Afghanistan has been operating since 1996 and currently works in three provinces: Daykundi, Uruzgan, and Kandahar. The country's main office is in Kabul, with multiple field offices. Medair implements WASH, Food Security, Health and Nutrition programming.

Job Description

OVERALL PURPOSE

Working as an important member of diverse team who are committed to serve the world’s most vulnerable with practical compassionate Care. The Human Resources Officer is responsible for Human Resources functions required to ensure the needs of the project are met. Ensuring that HR activities are conducted in line with Medair policies and Afghanistan National standards.

PROJECT OVERVIEW

Medair Afghanistan country office in Kabul supports Medair’s integrated humanitarian responses including primary health care and nutrition, and Wash activities

 

MAIN ACTIVITIES

General Duties & Responsibilities

  • Conduct day-to-day HR functions/operation as they relate to national staff at the (Kabul) office.
  • Handle and follow all recruitment steps as per the organization policy for staff hirings in Kabul and do follow up on recruitment updates with HR focal points in bases regularly.
  • Set up written tests and/or interviews in coordination with department heads when incumbent is requested. 
  • Ensure all the nationally recruited staff have a current employment contract.
  • Assist line managers and Project Coordinator with performance review of staff. 
  • Support to assess staff performance challenges and plan/oversee capability reviews with the support of HR Manager.
  • Assist in preparing the monthly payroll for all employees by making sure all the required data for HR is available and shared with finance department.
  • Maintain open and frequent communication within Kabul HR Office concerning all HR issues and provide support to and seek updates from HR focal points in bases as needed.
  • Ensure colleagues are informed of the required HR procedures and be available to answer basic HR related questions in the absence of the line manager. Provide coaching and guidance as necessary when job challenges arise in leu absence of the line-manager.
  • Ensure all staff has personnel files, contain all relevant documentation and information, uploaded on Share Point and Mediar People (MP) according to Medair policy, Afghan Labour Law, and any donor requirements.
  • Assist in conducting Medair monthly ethical training if need with the coordination of the line-manager.
  • Responsible for updating the annual/monthly calendar of training and making sure employees training records/certificates are updated in HR system.
  • Follow-up with line-managers on the timely planning of staff leave and holidays, as well on the properly registering the leave in MP before the leave.
  • Assist in conducting HR training and monthly presentations in accordance with the line-manager advice.
  • With the support of the line-manager assist all staff with Medair People system.
  • Coordinate new employees’ inductions with relevant managers and department.
  • Assist to ensure HR policy is followed in HR activities and implemented well wider across the organization.
  • Translate English documents into the local languages on the need’s bases.
  • Assist HR focal points in the field with all their HR related duties.

Job Requirements

Vocational Qualification

  • University graduate (Bachelor) in management, social science or Human Resources, business administration or another relevant fields.

 

Relevant Work Experiences

  • 1-4 Years of experience in human resource work relevant.  
  • 2 or 3 Years of work experience with INGOs in similar role.

 

Language Skills

  • Excellent English, Dari & Pashto
  • Language skills (written and oral) will be tested in the interview

 

IT Skills

  • Good working skills with MS Office package specially Word, Excel, power point.
  • Experience using scanners, copiers, and file naming systems
  • Excellent MS Office skills
