Job Description

Afghanistan Rehabilitation and Education Program (AREP) is nonprofit and nongovernment humanitarian organization, working for more than 2 decade, its core objectives are to provide services that contribute towards long-term sustainable peace and development in Afghanistan, and to undertake and manage need assessment surveys, design of projects, monitoring, evaluation and training and improving of capacity building at the local level through community participation. AREP is founded in 1994 and registered with the government of Afghanistan under the supervision of Ministry of Economics; AREP is mainly involved in the sectors of Education, Community Development Programs, Capacity Buildings, Humanitarian Assistance.

 

Job Description:

  • To make sure to prepare, and update all staff monthly attendance reports and submit them to finance for monthly salary payment
  • To prepare ID cards for all staff and obtain ID card signed acknowledgment forms by staff.
  • To prepare Business cards for AREP staff.
  • Implement recruitment procedures as laid down in the national staff manual for the positions and keep records of all recruitments.
  • Interview according to AREP set forth grades depend on the level of authorization and recommendations and  select the most suitable person for the job in conjunction with the interview panel;
  • Prepare memos, and notices for employees when required to inform all AREP staff of any news related to HR and put a copy of the record to file.
  • Draft & out memos on local holidays to inform staff.
  • Provide advice and support to managers and staff on human resources-related matters.
  • Treating all candidates as equal based on gender, race, social status, language, religion, sex and diversity has to be taken in mind while hiring employees.
  • Make sure to keep all recruitment process papers on file for the potential candidates.
  • To manage interview committee for written test and interview.
  • To visit projects and meet with the management team to discuss staff, and critical illness policies if any, use and implementation of all necessary HR forms, and monitor the operation of grievance disciplinary procedures where possible.
  • Provide technical and on-the-job training support to field offices if any on HR-related tasks with continued follow-up and feedback
  • Ensure the implementation of all approved policies including the National Staff Policy Manual.
  • Ensure HR policies are introduced as required and staff understood.
  • Design & develop all Human Resource forms and update them on time.

    Revise the HR Handbook from time to time based on circumstances changes, policies, procedures and other changes decided by the top management of the organization
  • Checking the up-to-date records of personnel used and unused leave balance.
  • Ensure all employees are evaluated by their line managers before the end of the probation period or at the end of each contract for any change of position, salary increment, etc.
  • Maintain proper and up-to-date personnel files with segregated grants/departments and make sure they are kept in a secure and locked cabinet where non-relevant staff/people are highly prohibited from getting access.
  • Make a separation checklist for national staff before the last payment.
  • To prepare a certificate of services for all staff at the end of employment with AREP.
  • Looking after to HR assistant to continue following and check of local staff attendance sheets and give feedback  for any tardiness or absentees
  • Prepare, design and conduct staff development training based on organization's need for staff capacity-building purposes
  • Checking and announcing the vacant positions on websites & other places.
  • Manage to introduce newly hired staff.
  • Schedule orientation meetings with all departments and lead orientation checklist for each newly hired staff member.
  • Any other duties which are given by the Line Manager.
 

Job Requirements

  • Bachelors in Business Administration (BBA) or relevant field; additional education in Human Resource Management will be a plus.
  • Excellent written and verbal communication skills in Pashto, Dari and English language required.
  • Prior experience working with and NGO in the Human Resource section
  • Strong communications skills
  • 3 to 4 years of work experience within an international or local NGOs or other relevant organizations
  • Able to manage and plan the work effectively and meet deadlines.
  • Ability to build strong lines of communication with all AREP provincial staff;
