Job Description

  • Recruitment –posting of job adverts receiving, sorting applications, arrangements for interviews and preparation of contracts for newly recruited national staff.
  • Liaise with selected local Media for all IRC Afghanistan vacancy advertisements.
  • Assist in the preparation of payroll for national staff.
  • Management of benefits for national staff; i.e. Medical care and training.
  • Maintain files for all terminated staff. Ensure that files for all terminated staff from all sites are forwarded to Kabul.
  • Update vacancy tracking list.
  • Prepare monthly insurance list.
  • Responsible for preparation of monthly payroll for National staff.  Operate, maintain and keep update, the computerized payroll package. Complete the payroll for main office.
  • Prepare vouchers for payroll and other payments directly related to your duties as elaborated above.
  • Assist Field Coordinator  to monitor national personnel budget lines for IRC Afghanistan
  • Attend and participate in trainings identified/organized by your supervisor.
  • Follow any new procedures and guidelines and distribute to the staff.
  • To report any violations of the IRC Mandatory Reporting Policies
  • To assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.         
  • Carries out other duties as assigned by your supervisor.
  • Provide assistance and advice to main office field coordinator and management in recruiting, hiring, evaluations and disciplinary actions to ensure consistent application of IRC National Staff policies and procedures including;
  • Advising managers at least on month in advance of performance evaluations due
  • Ensure personnel files for all national staff are maintained and kept confidential .Insure all relevant documents are filed for Kabul office. Advice field based Administration Officer on maintenance of personnel files.
  • Monitoring all recruiting activities, and participate in interviews as required, to ensure timely recruitment.
  • Manage new hire and induction process for new national staff (orientation).
  • Oversee the collection and verification of staff timesheets.
  • Assist managers in disciplinary actions including ensuring all required documentation is completed and kept on file.
  • Ensure the HRIS database is updated on a timely basis and regularly reviewed.
  • As required respond to queries from field offices related to AHR policies and procedures.
  • Ensure consistent application of IRC National Staff Policies within the HAR unit including hiring and dismissal of staff, timely performance evaluations and leave planning.
  • Review and approve timesheets for direct reports on a monthly basis for submission according to the IRC Afghanistan schedule.
  • Assist with HR/Admin Coordinator in annual reviews of the National HR Policy; providing suggestions for improvements, changes and assisting in preparation of revisions.
  • Supervise the production of the IRC Afghanistan National Payroll to ensure that the monthly payroll is produced in accordance with IRC procedures and schedule.
  • Participate in identifying and implementing needed changes to the payroll system.
  • Liaise with Finance and field offices to plan activities and resolve problems related to payroll processing or payments.
  • Assist in induction and departure processes for international staff as requested by the HR Coordinator.
  • Assist in booking and confirmation of international and national flights and hotels for staff in accordance with program needs and in compliance with IRC and donor policies and procedures.
  • Verify invoices received from travel agencies and prepare Payment Requests with complete supporting documentation.
  • Maintain knowledge of and distribute information on standard flight schedules offered by commercial and non-commercial airlines in Afghanistan.
  • Review R&R, vacation and departure schedules and work with international staff/managers to ensure travel requests are submitted in advance to minimize cost and provide choices.
  • Oversee and train office cleaners to ensure offices are clean and hygiene standards maintained.
  • Assist in resolving problems with house cleaning staff.
  • As required liaise with landlord and logistics to ensure maintenance of houses and other IRC facilities.
 

Job Requirements

  • Bachelor Degree in Business Administration or relevant, Master’s preferred.
  • At least 5 years experience in relevant field is required
  • Proven experience in Personnel Management
  • Excellent English and Dari/Pashtu
  • Must have computer skills.
  • Experience in working with international NGOs
  • Good organizational, diplomatic and reporting skills
  • Ability to work under pressure.
  • Excellent cross-cultural skills; prior experience working in a multi-cultural environment is an added advantage.
