Job Description

(Overall Purpose Of The Job):

The HR Officer, Learning and Development will lead the Learning and Development (Training) function in HR in close coordination with other HR personnel under the supervisor of HOD - HR. S/he will be responsible for developing, coordinating, and conducting learning and development programs across the organization based on 70, 20, 10 ratios to leverage the current training-delivery capacities in AKAH, A. S/he Ensures the integration of the organization’s Vision, Mission and values throughout new and ongoing learning and development interventions.

(MAIN RESPONSIBILITIES AND TASKS):

The HR Officer, L&D will:

  • Identify the training needs through a proper need assessments process
  • Analyze training needs to develop new training programs or modify and improve existing programs.
  • Plan, develop, and facilitate training programs with the incorporation of diversified learning methods including in-class training, demonstrations, on-the-job training, meetings, conferences, and workshops.
  • Identify and provide short-term and long-term courses, technical training and management training to be delivered by accredited training institutions in the region through a range of modalities including E-learning, residential and online training or on-the-job courses
  • Organize all necessary documents and procedures for degree programs and scholarships, including travel and visa process in coordination with Administration department
  • Conduct post-training assessment for the participants who attended trainings and courses
  • Supervise in-house instructors/facilitators, evaluate their performance and the effectiveness of training programs, and provide recommendations for improvement
  • Prepare training budgets for programs
  • Monitor, evaluate and record training activities and program impact
  • Participate and coordinate in conducting different surveys
  • Active involvement in timesheet management                                                                         

Under the Performance Management function of HR, The HR Officer, L&D will:

    • Ensure proper staff performance management and career development focusing on achievement of the following results:
    • Support the HOD - HR in an annual appraisal of AKAH, A staff
    • Assist HOD – HR or in fostering of project staff learning and completion of mandatory courses with accordance to the AKAH Learning plan and individual learning plans
    • Ensure facilitation of knowledge building and knowledge sharing in the Project focusing on achievement of the following results:
    • Organization of trainings for the operations staff on HR issues, such as, policies, procedures, performance evaluation and other required soft skills management
    • Synthesis of lessons learnt and best practices in HR
    • Sound contributions to knowledge networks and communities of practice

 

(MAIN ACCOUNTABILITIES):

  • Undertake any other duties and assignments, as may be assigned. 

Job Requirements

(SPECIFICATIONS (MINIMUM REQUIREMENTS):

Education: Bachelor degree in HR Management, Business Administration or any other relevant field, additional qualifications in any Learning and Development disciplines will be an added asset.

 

Experience: A minimum of 3 to 4 years of experience working on Learning and Development (Training Coordination) preferably with an international development organization.

 

Skills: Good problem solving skills, interpersonal communication, written and verbal communication in English, knowledge of local languages, analytical skills

 

Technical Skills: Microsoft Office and HRIS

 

Personal Characteristics: Demonstrates high integrity, able to deal well with ambiguity, works well under pressure

 

KEY RELATIONS:

Internal relations: Management team, Training departments/sections of other AKDN agencies

External relations: Training institutions, universities and other vendors
