SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

Scope of work:

The Human Resources Officer main activity is to manage effectively all day-to-day HR relevant activities of WRMO according to SCA policies, procedures and requirements and to contribute to accountability and transparency of recruitments, hiring, firing and proper filing and record keeping. The HR Officer is reporting to the HR Senior Officer WRMO and the HR officer will be focal point for the RD HR related tasks.

Main Responsibilities:

  • Downloading/Receiving and longlisting CVs for vacant positions
  • Screening all Applications and contributing to its shortlisting/recruitment process along with coordination of Employment Committee.
  • Scheduling/Invitation for written test and/or interviews for all type of employment categories at RMO level.
  • Informing the Security and Admin unit WRMO in advance and providing the list of candidates who will be called for written test and interview
  • Assist staff in their day to day leave process and closely follow up their leave plan and record.
  • Generate/prepare staff time sheet on monthly basis.
  • Assisting in maintaining, updating, personnel files and other related records, maintaining all HR forms and getting these accurately filled-out by the new employees
  • Updating HR database based on need
  • Assisting in preparation of monthly and quarterly HR relevant reports  
  • monthly maintain of staff attendance sheet 
  • Assist HR Senior Officer with uploading soft copies of documents on server and back-up bank on a Weekly basis.
  • Assist HR Senior Officer in a proper onboarding of new arrival with complete induction procedures and ensuring exit formalities have taken place upon staff leaving.
  • Assist the HR Senior Officer in day to day tracking system e.g. renewal of staff contracts, probation period evaluation/confirmation … etc
  • Assist the HR Senior Officer in performance reviews, and disciplinary actions in compliance with SCA rules and regulations.
  • Give priority to the Rural Development HR related tasks.
  • Provide administrative support, when required to the HR Senior Officer, by undertaking additional tasks and responsibilities as requested.

Job Requirements

    BBA or related field bachelor’s degree.

•   2-3 years relevant experience, especially within an NGO, UN agencies or similar organization.

•   Technical skills in HR management, preferably including recruitment and selection, learning and development, performance management.

•   Comprehensive knowledge of Afghanistan labour law

•   Excellent Interpersonal and communication skills

•   Excellent Supervisory, team worker, analytical, and troubleshooting skills

•   Flexibility to manage different tasks effectively and ability to work under pressure

•   Able to manage priorities, take initiatives and work without constant supervision

•   Able to ensure neutrality and confidential information remaining within the HR department only

•   Strong experience in benefits & compensation administration (payroll)

•   Computer skill at operator level, especially with MS Office packages.

•   Fluency in English, Pashto and/or Dari, both written and spoken

•   Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.

•   Honest, proactive and well mannered.

•   To be Afghan Citizen
