HealthNet TPO works with interdisciplinary professionals to develop and implement innovative, culturally appropriate, evidence based public health interventions with a focus on: innovative development of health systems, mental health and  psychosocial care, long and short term training of health workers, control of communicable diseases (including malaria), and health financing schemes. HealthNet TPO offers ground-breaking and unconventional solutions that foster self-reliance and promote sustainable health care that is accessible to all.   HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program, BPHS/EPHS, C-IMCI , CME, CHNE, public private partnership, nutrition and Mental Health and Psychosocial program through a community system strengthening approach. 

Job Description

Purpose: Medical Director is responsible for technical part and coordination of the EPHS implementation in the Khost Provincial Hospital. The position holder will be responsible for supervision of all units including Medical, Surgical, Gyn/Obs, and Pediatric, diagnostic services, laboratory services, emergency care, pharmacy unit and OPD services.

 

Relationship:

Superior: Reporting to the Hospital Director                 

Subordinate:         Medical Staff      

 

Main Tasks & Responsibilities:

  • To provide clinical leadership and expertise within the curative care units of the provincial hospital.
  • To improve patient care throughout the hospital stay for patients with complex illness admitted or seeking OPD and Emergency Care Services
  • To build effective relationships with referral hospitals to ensure excellent loop of services delivery at primary, secondary and tertiary services level.
  • To ensure proper care of patient and to build an improved culture of collaboration among specialists, primary care physicians, nurses, and other relevant staff.
  • To provide all needed assistance and facilities within the available resources to the patients.
  • Proactively identifies opportunities to improve the patient and family’s satisfaction and impression of care and to improve the efficiency and effectiveness of resource use in IPD services, Pharmacy, OPD and medical and non medical supplies.
  • Ensures compliance with legal, regulatory, and clinical policies and procedures of national standards of EPHS implementation
  • Daily availability for inpatient consultation and checkup.
  • Timely review, oversight and documentation of patient care by respective units and nurses involved
  • Coordinate on-call duty and make sure 24 hours’ coverage with the assigned team, seven days per week.
  • Weekly participation in clinical conferences to review active cases.
  • Monthly and periodic team meetings for the operational and administrative staff of the Hospital through Hospital Technical Board.
  • Ensure availability of technical support to the clinical and administrative team members with clinical advice to the clinical team and direct assistance of the relevant department staff members in terms of their needs and facilitation with the Hospital Director when ever needed.
  • Acts and coordinate all technical matters of the hospital at the Hospital’s discretion
  • Oversees communication between the curative care service and administrative and support units through close coordination with Nursing Director and Hospital Administrator
  • Physicians to ensure that patient status reports are timely, accurate, and consistent with standard protocol and procedures.
  • Timely reporting on the any endemic, criminal cases, firearm injured cases and massive RTAs and other emergency cases.
  • Works closely with hospital leadership to enhance the quality of curative services in the hospital
  • Participate all Hospital Community Board meeting and update the community and other members of the board on the progress, challenges and problems faced in coordination with Hospital Director
  • Serves as a liaison with the hospital for possible related research activities and liaise with other technical bodies in terms of support and seeking other capacity building opportunities in close coordination with HealthNet TPO, Public health Director and Hospital Director.

Any other task assigned by the line manager and the HealthNet TPO management.

Job Requirements

  • Hospital Management with 3-years relevant experience
  • Medical Doctor with at least 5-years of relevant experience
  • Work experience with NGOs in the field of hospital management is desirable
  • Training and capacity building skills and experience
  • Strong interpersonal, coaching, management, leadership and conflict resolution skills
  • Strong administration, networking and team building skills
  • Working knowledge of Microsoft Office package
  • Fluency in spoken and written English, and local languages
  • Be flexible, having positive attitude, be able to work under pressure and meet the deadlines
  • Understand and adhere to the principles of HealthNet TPO
