HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right. HealthNet TPO works with interdisciplinary professionals to develop and implement innovative, culturally appropriate, evidence based public health interventions with a focus on: innovative development of health systems, mental health and  psychosocial care, long and short term training of health workers, control of communicable diseases (including malaria), and health financing schemes. HealthNet TPO offers ground-breaking and unconventional solutions that foster self-reliance and promote sustainable health care that is accessible to all.   HealthNet TPO in Afghanistan aims to improve the health status of the people in Afghanistan by supporting the local communities and the Government of Afghanistan in the development of a sustainable health care system.  HealthNet TPO is working in Afghanistan since 1994, implementing integrated health projects managed mainly by national staff and supported technically by expatriate staff from the headquarter office. HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. Health Net TPO is currently implementing projects in 22 provinces and the major program it implements are Malaria Control program, BPHS/EPHS, C-IMCI , CME, CHNE, public private partnership, nutrition and Mental Health and Psychosocial program through a community system strengthening approach. 

Job Description

  1. HIS/M&E responsibilities:
  • Manage and lead the M&E/HIS department of the HealthNet TPO Afghanistan.
  • Lead and oversee the design and maintenance of the DHIS2.
  • Work closely with the Program department to ensure that projects M&E/HIS requirements are appropriately met.
  • Develop M&E annual plan and M&E tools in close coordination with program department.
  • Oversee and manage data collection, verification, analysis and reporting on performance indicators by projects.
  • Coordinate relevant M&E issues with MoPH, project donors, partners, and subcontractors.
  • Coordinate all M&E/HIS activities within HealthNet TPO to ensure timely and reliable information for planning and decision making
  • Coordinate all relevant M&E/HIS activities with HealthNet TPO partners to address the gaps, maintain consistencies, and avoid duplication of efforts.
  • Lead field assessments and surveys at central and provincial levels.
  • Advise and update various HealthNet TPO programs and sections on matters related to standards of M&E pertinent function.
  • Maintain and oversee the management and operational structures, processes and procedures for data management and information uses structures within the HealthNet TPO.
  • Communicating results and finding, based on evidences, with the MoPH, donors, subcontractors and HealthNet TPO leadership and senior management.
  • Plan and organize regular program reviews in coordination with the program department.
  • Develop or use standard monitoring tools in close coordination with M&E and HMIS departments of MoPH and other donors M&E sections.
  • Take part development of project framework design, analysis, assessments, and reflective practices.
  • Work with the Program Development Department to ensure that the proposed projects have clear logical frameworks and defined monitoring plans including indicators that accurately reflect project logic.
  • Develop M&E plan for each project and update M&E framework and matrix which provide sufficient detail on monitoring performance including what, how, when and by whom.
  • Support projects in developing sound data collection tools including tools for baseline survey that can provide accurate and timely information on project indicators and other information needs.
  • Assist Technical Grant Coordinators and Project Managers in identifying major M&E needs of the projects, and provide support and technical assistance to address project needs such as baseline survey development, mid-term and end of projects evaluation.
  • Oversee setup and support data management and reporting system at field/project level.
  1. Filed Supervision and Technical support:
  • Regular travel (one week per month) either jointly with program and other department or independently to ensure that M&E/HIS related activities are properly taken place at field levels.
  • Develop field visit reports and share with program director and senior management for required support and decisions and very close follow up of the meetings findings at different levels.
  • Ensure submission of written feedback to provincial management team within one week of the field visit, and develop remedial action plan to timely address findings of the supervision/monitoring visit.
  • Identify potential disputes among team members and timely resolve potential conflicts among team members that are harmful and affect smooth implementation of the project.
  1. Human resource management
  • Support HR department Kabul in filling the positions through proper procedures and according to proposed staffing.
  • Prepare draft job descriptions for technical staff and provide support to HR in the recruitment process.
  • Orient new hired staff on project activities and contractual requirements.
  • Ensure staff annual performance appraisals are carried out in timely manner.
  • Identify potential conflicts among staff if any and timely resolve them.
  • Build capacity of project staff through formal & informal trainings, coaching and mentoring.
  1. Coordination and Representation
  • Represent the relevant program in monthly technical meetings in Kabul.
  • Collaborate and liaise with the MoPH, donors, relevant ministries, NGOs and international organisations on the issues related to the project.
  • Active participation in the meetings with donor and technical department within MoPH, other relevant meetings at central and provincial level and strong representation of the organization in these forums.
  1. Staff capacity building and better performance:
  • Support the process of Training Needs Assessment and plan trainings to staff in the basis of TNA and budget availability.
  • Prepare annual training plan for subordinate staff taking into account the availability of budget.
  • Conduct orientation sessions to field management on different technical topics during the supervisory visits.
  • Ensure the planned trainings are conducted as per agreed project training plan.
  • Ensure training reports are developed subsequent on completion of training.
  • Ensure availability of the proper records and filing system for trainings carried out.
  1. Communication and enhance productivity:
  1. Improved Communication and linkages:
  • Effective and excellent communication with team members and provide technical and management support.
  • Identify and timely resolve employee disputes that have negative consequences on program implementation.
  • Encourage and inspire team members to follow his path and the way to achieving their objectives & goals.
  • Conceptualize, analyse, apply, synthesize and evaluate information gathered from the project, or generated by observation, experience as a guide for taking action for further improvement of the project activities.
  • Ensure greater productivity and efficiency through managing time effectively, spend time on most important tasks, meet the deadlines and produce quality results.
  • Implement organization strategy and policy documents, assign tasks to team members based on their strengths and abilities.
  • Ensure compliance with policies and procedures and project(s) contractual requirements.
  1. Training, development and innovation:
  •  To work closely with his subordinates and to have regular meeting in regard to his/her capacity needs in the areas of his/her work and work place and explore new ways and technologies, innovative approaches for better performance.
  1. Personal Motivation and Problem solving:
  • Develop good relation with staff in a way to have mutual trust building and interest to identify and provide support in resolving the personal problem of his subordinates 
  1. Job Analysis and review:

to have a regular review of the staff performance through different approaches including self-reflection on how they feel about their performance and create an environment where staff can look at their performance, share their thoughts with supervisor and take steps to resolve issues and further improve performance.  

  1. Workplace, Health and Safety: 
  •  Look after workplace health and safety that can increase productivity, employee’s retention and enhance staff morale.
  1. Visibility:
  • Support the visibility focal point in developing communication and visibility plan for the project.
  • Provide good quality pictures and brief narrative about services to publish and disseminate in social media. 
  • Develop case studies and success stories from the services provided to target beneficiaries and reflection on services provision from the involved stakeholders.
  • Ensure the project major achievements and successes are shared with the audiences in different meetings.
  • Support M&E team to develop dashboard for the project key indicators and regular monthly updates are displayed.   
  1. Filing System:
  • Ensure proper filing system is available and maintained.
  • Make sure the soft and hard copies of the technical documents are kept in an organized manner.
  • Make sure that regular back up is obtained and IT manager is encouraged to store the back up on reliable hard disks
  • Any other job assigned by his/her supervisor related to the working field.

 

Job Requirements

  • Afghan National
  • MD, preferably master degree in public health (MPH).
  • At least five years experience in public health, analysis of public health data and management of HMIS at the organization level
  • Working knowledge of DHIS2 (design and maintenance of databases)
  • To be flexible, having positive attitude and ability to work under pressure
  • Good knowledge of overall situation in the country, its development trends and health projects in the country.
  • Have an excellent knowledge of English ( Written , spoken and understanding)
  • Have a good computer knowledge MS word, Excel, Access, and Power point and other data analysis software.
  • Position will be based in Kabul but must be willing and have the ability to travel for extended periods to one or more provinces.
  • To be flexible, having positive attitude and the ability to work under pressure
