THE ROLE AND ORGANIZATIONAL CONTEXT

 

The hunger crisis in Afghanistan is unfolding at a rapid speed, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

 

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security & nutrition intervention, combined with a scale-up of resilience interventions to safeguard gains. WFP has begun a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. Also, its actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

 

 

PURPOSE OF THE ASSIGNMENT:

 

The head of Research, Assessment, Monitoring and Evaluation (RAME) will lead the country’s research, assessment, monitoring and evaluation that generate strategic evidence base in support of food security and nutrition policies and programmes (e.g., needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency). He/she will provide leadership and strategic vision and lead a team that works closely with the Programme team and area offices in Afghanistan to scale-up the response, ensure real-time monitoring of implementation plans, measure performance and impact and ensure a proactive engagement with other units to facilitate enabling, cross-cutting factors to deliver a quality response. He/she will be actively contributing to successfully implement WFP Afghanistan’s country strategic plan and current scale-up by leading a variety of vulnerability assessment mapping (VAM) and monitoring & evaluation (M&E) activities, informing policy, strategy and programme design while developing capacity of national partners and colleagues.  Given the scale and complexity in Afghanistan, the WFP Afghanistan Country Office has significant scope to innovate for the best effective results.

 

 

 

KEY ACCOUNTABILITIES (not all-inclusive)

 

Under the direct supervision of the Head of Programme, as the Head of RAME, you are responsible for:

 

  • Expert advice to WFP and its partners on matters pertaining to food security, nutrition, livelihood and social protection/safety nets strategies, policies, programmes, and ensure the timely and productive use of related analysis and outputs in a manner that complies with WFP standards and processes.
  • Leading the development of systems and tools for the monitoring and assessment of food assistance and livelihood vulnerabilities in line with innovative methodologies and best practices.  This may include partnerships with other actors on the ground and/or research institutes.
  • Lead/conduct complex food security, nutrition, markets, and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes, and guidance to enable effective decision-making on the development of the Country Office’s strategy, policies, and programmes.
  • Keep up-to-date with and advise on food assistance developments and issues and the potential impact upon WFP activities to enable timely and appropriate programme evolution and intervention.
  • Provide strategic advice and guidance on the development of programme activities, providing technical analysis, interpretation, and recommendations to enable food assistance needs to be met effectively.
  • Provide strategic vision and leadership to the research agenda working closely with cross-cutting programme teams and partners to timely deliver qualitative and quantitative research studies informing programme and policies.
  • Lead climate, risk and impact-based forecast and analysis, including PRISM, to support risk informed programming and the delivery of anticipated actions.

  • Lead operational partnerships, including inter-agency collaboration, to ensure a solid VAM and M&E support in both emergency and non-emergency settings.
  • Manage the RAME team, providing coaching and guidance as required to ensure appropriate development of team members and enable high performance.
  • Lead the VAM, monitoring and evaluation and information system of WFP activities, and establish a data environment that will advance the analytical power and deliver technical analysis, interpretation, information and visualization.
  • Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, advocate for appropriate interventions (based on an evidence base), and identify areas for potential collaboration
  • Build the capacity of WFP staff and partners to conduct food security, nutrition, markets and resilience analysis to effectively inform preparedness and response activities
  • Provide leadership and support to relevant partners that are focusing on food security and nutrition, including in support of national food security assessment (SFSA, PLSA) and IPC analysis to ensure high quality delivery and enable sharing of experience, lessons learned and best practice.
  • Take responsibility for incorporating gender, disability inclusion perspectives in all areas of work, to ensure equal participation of women and men.

QUALIFICATIONS & KEY REQUIREMENTS

 

Education:

  • Advanced University degree, or First University degree with additional years of experience and training/courses in one or more of the following disciplines: Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, or other related fields.

 

Experience:

  • At least 8 years of continuously progressive work experience in the field of international development or humanitarian assistance, in various field locations, with at least 4 years of direct relevant experience in VAM and/or M&E activities at policy and operational levels.
  • Has in-country operational experience in fragile/emergency contexts.
  • Gained valuable experience in collecting geospatial and socioeconomic food security data or monitoring and evaluation data, conducting quantitative and qualitative analyses, and reporting findings to senior leaders.
  • Has led surveys, multiple assessments in countries, including the design, data collection and analysis. Strong technical skills are essential for high performance in this role.
  • Proven experience in leading, motivating and developing high-performing teams.

 

Language:

  • Fluency (level C) in the English language.
  • Minimum of intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language)

  • Previous participation in the design and implementation of programmes focusing on food security.

  • Driven to continuously improve processes, systems and products expected from the unit.
  • Knowledge of country and cultural context in assessing food availability, access and utilization, and exposure to risks.
  • Familiarity with the UN system will be regarded as an asset.

 

TERMS AND CONDITIONS

 

  • This is an International Professional position and candidates must be a national of a country other than the country of assignment.
  • Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.​
