About DHSA/TKG:

Development and Humanitarian Services for Afghanistan (DHSA) established in 1992, the mission of DHSA is to redefine development in Afghanistan by promoting a dynamic and capable civil society as a means to foster local ownership of development, dignity and a peaceful & sustainable future for all Afghans.

Throughout the 1990’s, DHSA focused primarily on drawing strength from local knowledge and traditional relationships to fill gaps, caused by a weak national government and absence of public services. During this time, DHSA focused on activities such as water sanitation and irrigation, education, food assistance to drought affected populations, and rural rehabilitation, matching local know-how with the financial and political support from international aid agencies and donors such as EC, USAID, WFP, WHO, the UN, Canada fund/Care International and Novib.

The political changes brought by the Bonn Agreement in 2001 allowed DHSA to add development of civil society in Afghanistan – through its media, education and various community development projects – to its portfolio, in addition to humanitarian assistance.

To achieve its mission, DHSA presently operates five activities:

  • Humanitarian Activities
  • Public Media and Communication (TKG),
  • Education
  • Cultural Heritage
  • Environmental Protection

Job Description

Overall Objectives: include; (a) Handling, respond and resolving complaints under the UNICEF Cash Emergency Response Project (b) Managing the grievance, (c) Grievance database timely update (c) Train and close coordination with Facilitating Partners (FP). The Grievance officer has to support project manager and community engagement and grievance redress duties and will be responsible for, but not limited to, the following tasks:

  • Managing the local community and any other complainant’s grievance mechanism
  • Tracking of and public information made available regarding number of complaints received, resolved, or mediated.
  • Conduct a risk-based assessment of potential grievances, disputes, or conflicts.
  • Based on the findings of the assessment establish an action plan that identifies priority areas
  • Ensure that the awareness of the Grievance Mechanism, massages and uptake channels share and present amongst all the stakeholders through public awareness campaigns.
  • Maintain information of grievances and Redressal.
  • Share the local community complaints with Program Unit to handle and resolutions.
  • Following and monitor with complaint owners to ensure complaint resolution is advancing in a timely manner and using a fair process.
  • Record the received complaints and concerns in the database.
  • Responds to field grievances with minimal direction; while assisting members, via phone or face to face, further/support quality related goals.
  • Documents all grievances in an accurate and timely manner as per policy, related follow-up activities and final outcomes in designated systems while concurrently maintaining secure, comprehensive and clearly defined files.
  • Works collaboratively, coordinates, communicates and integrates recommendations from impacted organizational departments and/or Senior Level authorities and other designated staff, as approved and required.

Job Requirements

  • Proven relevant work experience or similar role.
  • Able to work in Emergency Situation.
  • Local Resident of Paktia and Paktika Province are highly encouraged.
