SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. Job Description

As Grants and Compliance Officer, she/he is responsible for compliance in relation to requirements of FCDO agreement/contract, contributing to the smooth functioning of the FCDO-funded project grant management working process, including facilitation of grants management teams, and sharing information related to the grant. She/he will be the focal point for relations and dialogue with FCDO.

Main Responsibilities:          

  • Coordinate and actively participate in the FCDO-funded project implementation Kick-off and close-out workshops
  • Initiate and coordinate periodic (e.g quarterly or bi-annual or as may be necessary) project contract implementation reviews to ensure the implementation timelines are adhered to.
  • Give continuous support on grant disbursement issues to regions and Program staff and disseminate relevant documents (guidelines, application and reporting templates and agreements).
  • Review and follow-up on reports, budgets, and other related documents to ensure it is aligned with donor requirements and expectations.
  • Responsible for verifying and monitoring financial reports and incurred expenses under the approved grant proposal and work plan to ensure they are adequately documented and in compliance with the grant agreement.
  • Submit reports to FCDO in line with  the donor requirements
  • Ensure that SCA complies with contractual agreements with regards to planning, reporting, working with Grants Management in line with existing Guidelines.
  • Communicate donor requirements to the rest of the organization through the Grant Management Teams and to line management
  • Communicate with donor on agreement compliance issues and donor dialogue
  • Prepare and follow-up on regular donor meetings
  • Involve relevant units at KMO, RMO and SMO in the thematic and methodological dialogue with FCDO compliance requirements
  • Ensure the details of FCDO grant is included in grants databases including grants documentation, cover letters and reviews of the grant management  compliance process.
  • Support the Grants Unit in Management of  grant agreements/contracts with donors based in Afghanistan and the surrounding regions whenever required from time to time.
  • Conduct field trips to monitor granted projects, including during field trips.
  • Stand in for the Grants Coordinator and line manager as might be required from time to time.
  • Otherwise perform duties on behalf of Grants Coordinator, as might be required from time to time.
 

Job Requirements

  • Bachelor’s degree, or equivalent, in the related professional field, Graduated from the Faculty of Economy or holder of BBA from any relevant institute.

Experience:

  • At least 3 years or more post-qualification experience in grants management, program development, resource mobilization and donor relations or similar role

Others:

  • Good communication skills: Must demonstrate the ability to communicate well with donors and external stakeholders
