About Roots of Peace/AMP:

Roots of Peace is a humanitarian organization whose mission is to rid the world of landmines and other remnants of war by transforming toxic minefields into thriving farmland and communities, through a focus on sustainable, organic farming practices. Roots of Peace is implementing the 3-year, USAID-funded Agriculture Marketing Program.

 

AMP Project Description:

The Agriculture Marketing Program (AMP) is a three-year USAID-funded program that follows on the successes of the ten-year USAID Commercial Horticulture and Agricultural Marketing Program (CHAMP). The program works in 12 provinces of Afghanistan, focusing on increasing farm production and domestic sales through interventions aimed at farmers and agribusinesses. During the first two years of the program, AMP worked with leading Afghan processing and export firms to increase export volumes and values, introduce new agricultural products to the market, diversify export markets and increase value-added processing. The program's market-based, demand-driven approach focused on supporting private sector growth and sustainability, thereby creating demand for agricultural products that drive job growth in rural areas. Women are incorporated into all areas of program implementation.

In its final fiscal year of implementation, AMP has pivoted to an approach that addresses food security challenges precipitated by the emerging economic and humanitarian situation in Afghanistan. This approach comprises three key strategies:

  1. Connecting Farmers to Domestic Markets
  2. Increasing Value-Add of Agriculture Products, Extending Shelf Life of Products
  3. Support for Remote Rural Areas

 

Activities include:

  • Increasing farm productivity and food security through Farmer Field Schools and other activities aimed at building farm capacity.
  • Expanding the number of agricultural products through value addition and product diversification, such as processed jams and sulfur dried apricots.
  • Linking farmers with traders, and traders with buyers in domestic markets, such as through domestic food expos and B2B meetings.
  • Building the capacity of agribusinesses to maximize output and quality for domestic markets.
  • Supporting initiatives such as improved post-harvest handling infrastructure for traders, including packing houses, cold storage, and improved packaging.
  • Addressing important supply chain and trade impediments that restrict the sale of high value agriculture products.

AMP works primarily with private sector agribusinesses, farm producers and other USAID-funded agricultural programs. Specific attention is given to support the participation of women and youth in AMP activities.

 

Job Description

Position Summary:

The Grant Administration Specialist will support AMP’s Grant & Incentive Program by processing grant and incentive documentation for payment. They will review documentation submitted by Grantees and Incentive Awardees, request verification of documents and activities by MEL team, compile payment documentation packages and submit to colleagues for review and approval.

Specific Tasks:

  1. Receive and review incentive documentation from colleagues. Documentation may include quotations, invoices, receipts and photographs
  2. Review the documentation against the Grant Agreement or Incentive Agreement to ensure that the activity that has been undertaken or the items that have been purchased are in compliance with the Grant or Incentive Agreement
  3. For Incentives - request Authentication / Verification Specialist to authenticate the documentation and verify the activities have been undertaken according to the Incentive Agreement. Obtain written confirmation
  4. For Grants - confirm with Grant POC that Grant activities have been undertaken, and deliverables have been provided, according to the Grant Agreement. Obtain written confirmation
  5. For Grants & Incentives - Request Environmental Specialist to confirm compliance with Grant ERR environmental mitigation measures and Environmental Guidelines for Incentive Agreement. Obtain written confirmation
  6. Compile payment Grant and Incentive payment packages, including payment checklist, payment approval form, grant/incentive agreement, grant/incentive application, organization license, identification documents, SAM/OFAC/UNSC searches, vetting eligibility notices, pre-award site surveys, conflict of interest declarations, Environmental Review Reports, grant evaluation documentation, MOUs, USAID approval/concurrence documentation, and other relevant documentation
  7. Submit documentation to relevant staff
  8. Save all documentation to appropriate folders on electronic filing system, using pre-determined file name conventions
  9. Print all documentation for finance team.
  10. Follow up payments with finance colleagues
  11. Maintain records on payments requested/made.

Any other tasks of a similar nature as requested by the Business Development Director

Job Requirements

Education:

  1. Bachelor’s degree in a relevant field (business administration, finance, commerce)

 

Knowledge & Experience:

  1. At least five years of work experience in finance, accounting, banking, law, or business administration with a large firm.

 

Skills & Competencies:

  1. Attention to detail is critical – must be able to process financial documentation with accuracy
  2. Fluency in English, Dari and Pashto – must be able to undertake basic written translation between the three languages
  3. Computer literacy essential – must be able to have advanced experience in use of Adobe Acrobat or similar PDF editing software
  4. Strong analytical skills – ability to review large volumes of data accurately and efficiently
  5. Ability to manage a large and complex workload, with limited supervision
  6. Motivation, flexibility, and capacity to work under pressure to short deadlines, and strong sense of personal initiative.
