Job Description:

Key relations Reports to:

  • This position will work under Women’s Development – Programme and with Programme Coordinators, field coordinators including humanitarian projects manager and other key senior staff, and relevant programs within CAFG.
  • External coordination with counterpart positions in NGOs, donors, forums and networks, organizations and consultants will be critical.  She is also expected to work closely with counterparts in CARE COs, with CI members, CARE member partners and any consultants or regionally based technical staff.

Key Results Expected:

  • The CARE International Gender in Emergencies specialist leads on integration of gender into operational aspects of CARE’s humanitarian work and acts as a coordination point to mainstream best practices and standards for gender equality in emergencies.
  • Provide technical assistance to emergency teams to integrate gender and GBV into humanitarian responses, sectors and systems. This includes providing technical input on draft Emergency Response Fund proposals, emergency strategies and Gender Action Plans.
  • Deploy to emergencies by serving as gender and/or GBV specialist on emergency assessment teams, assisting emergency teams to design and initiate emergency response programs which appropriately address gender considerations and promote the protection and empowerment of women and girls.
  • Participate in emergency preparedness planning processes including reviewing emergency preparedness plans to ensure gender mainstreaming is adequately considered and planned for in advance of emergencies, and that capacity gaps can be addressed before an emergency.
  •  Support capacity building for CARE staff at multiple levels of the organisation and its partners on how to practically integrate gender in emergencies.
  • \Further deepen our understanding of GBV at an operational level to consolidate experience, test innovations and models, document lessons learned and refine GBV guidance.
  • Help shape CARE’s emergency human resources policies and practices to promote gender equality and the protection, empowerment and voice of women and girls, such as considering gender composition of teams, supporting capacity development of women, training, orientation, and codes of conduct. Strategic coordination for gender equality in emergencies
  •  Provide oversight of implementation of the gender in emergencies sub-strategy, lead internal coordination of resources and efforts across the CARE federation to ensure mainstreaming of gender in emergencies and efficient use of resources, monitor measures of success and report on progress in strategy implementation.
  •  Build and maintain strategic relationships across CARE to leverage and mobilise human and financial resources to support gender, protection and empowerment of women and girls in emergencies.
  •  Build and maintain relationships and facilitate technical engagement across CARE to support the implementation of the gender in emergencies objectives in the Humanitarian Advocacy Strategy and developing gender in brief for emergency projects.
  • Participating in the meeting internally and externally including to contribute and assisting to develop the gender markers and RGA.
  • Perform any other tasks as assigned.

Education: 

Master’s degree or bachelor’s in a field related to gender such as gender studies, law, political sciences, and other social disciplines. With exposure/training in GBV/Rights, Peace and/or Security and Design and Monitoring of Programs

 

Skills:

Adept in communication, experienced in the representation of CARE at national and international events, good reporting writing skills, effective presentation skills, and Excellent knowledge of both written and spoken English. Must be able to write reports in English.  Proficiency in Dari or Pashtu.

Desirable: research experience, including conducting interviews and coding using Nvivo, Kobo, etc.

 

Work Experience:

At least 5 years of work experience in program/project implementation in gender or related a combined area of Rights and Awareness and Program Quality, Gender and Women Empowerment in a development context, experience with both International and National Women's NGOs or government organizations.
