About Coordination of Humanitarian Assistance

Background: Afghanistan is one of the high reported PV malaria cases (11%) among the (85%) of estimated vivax malaria cases among six Eastern Mediterranean countries. Malaria continues to be a major public health problem in Afghanistan. The transmission of malaria is seasonal, and its distribution varies largely from place to place, depending on a variety of factors related to parasites, vectors, and human populations under different geographical, ecological, and socio-economic conditions in the country. 27% of the Afghan population lives in areas at high risk for malaria, 50% at medium risk, and the remaining 23% live in areas with no risk or very low risk of malaria transmission (WMR 2019)

Due to the substantial impact of scaled-up interventions (including the distribution of LLINs through the mass campaign and ANC, the use of a new generation of anti-malarial (ACT) and Rapid Diagnostic Test (RDT), indoor residual spraying during the outbreaks) along with the mobilized serious commitment of the government and international partners, socio-economic improvements, climate changes and some other factors a significant progress has been made toward control of malaria resulting in decreasing its burden in Afghanistan. Countrywide there is a significant reduction in malaria deaths from 47 to zero death and malaria cases from 384,943 to 174,893 (54.6%) compared to 2016 to 2019.

The malaria project is implemented across the country with the biggest operation in the endemic eastern region. UNDP will contract BPHS implementers to deliver the project as an integrated package with the BPHS grants. The BPHS implementers will use its offices across the country, storage facilities, and health centers. To ensure the sustainability of malaria control efforts, malaria case management and surveillance are integrated into BPHS/EPHS health service delivery and the services are delivered through community engagement (CBMM). The use of CHWs to deliver services to the communities ensures efficient coverage of the population in remote areas.

 

Objective: Lead, coordinate and monitor the malaria project activities at the national and provincial levels.

Job Description

Coordination of Humanitarian Assistant (CHA) is given the opportunity to females under this position to carry out the following main activities:

  • Provide information to the project Focal Point to ensure gender equity and equality in the project are assured.
  • Establish and maintain close relations with female beneficiaries to ensure that they received their rights without discrimination
  • In close collaboration with the Project Focal Point and district staff to identify the most vulnerable and eligible female beneficiaries at the local level.
  • Active participation during surveys in project areas
  • Conducting training and workshops to the female staff and HHs of the project about gender equity and equality
  • Ensure that the project staff kept a fair balance during the beneficiaries' survey
  • Providing weekly, monthly and quarterly reports to Project Focal point  regarding gender issues in the project
  • Encourage and assist female beneficiaries of the project in how to get benefit from the project assistance
  • Ensure that there is no gender discrimination in beneficiaries' selection process, working environment
  • Develop a gender-sensitive environment so that gender equality, is eventually achieved
  • Monitor type and number of grievances, especially submitted by women
  • Solve day-to-day problems of female staff and beneficiaries about gender perspective, which includes working environment, selection of the project beneficiaries
  • Perform any other tasks assigned by the project Focal Point
 

Job Requirements

Education: 

  • The candidate must have a diploma in Agriculture Gender Studies, and Social Science, the candidate with a bachelor’s degree is preferred;

 

Experience: 

  • Demonstrated two (2) years of experience in planning and delivering gender equity and equality training and workshops.

 

Technical Skills:

  • Computer: Computer Microsoft Office completion program including (WORD, EXEL, POWERPOINT, and ACCESS)
  • Teamwork: Proven leadership and interpersonal skills and ability to work in a multi-cultural, multi-ethnic, and multi-agency environment with sensitivity and respect for diversity.
  • Communication: Excellent written and verbal communication skills in English and both national languages (Dari and Pashto) languages are essential
  • Management and Problem Solving: Ability to actively seek and improve services, offer new and different options/ initiatives to solve problems/ meet beneficiaries' needs, promote, and persuade others to consider new ideas.
  • Reporting and Work plan: The gender assistant will be responsible to submit a work plan and will provide progress, weekly, monthly, and quarterly, reports on gender in a timely manner to the project Focal Point.
