Job Description

The Food Security and Livelihoods Manager is accountable for the delivery and quality of all FSL programming in Balkh and plays a leading role in developing local and country wide strategies and programme plans. The post holder ensures that all FSL projects in Balkh are delivered on time and on budget and that programme quality meets SCI quality benchmarks and expectations. The post holder will also lead in the monitoring of the   situation and delivery of specific responses in Balkh. The FSL PM ensures financial performance, including budget monitoring and management and compliance with SCI award management policies and procedures. Additionally, the post holder will ensure that the FSL programme in BLK contributes to effective country office KPI management and that all SCI policies are complied fully. The FSL PM will lead in   representation and coordination in BLK, building appropriate relationships with the provincial authorities, UN agencies and local and international NGOs.

KEY AREAS OF ACCOUNTABILITY:

Strategy and Programme Development

  • Lead the development of   and FSL strategy in BLK, ensuring cross functional participation and appropriate sectoral integration
  • Monitor and report on the   context in BLK  
  • Support the development of Afghanistan Country Programme strategies including CSP, Advocacy,   response plans and EPPs
  • Develop and contribute to, as required, BLK and country wide emergency alerts.
  • Participate in   categorisation processes as required.

Programme Management and Leadership

  • Ensure timely and quality project management for all FSL projects in BLK including ensuring feasible implementation plans and budgets are agreed and implemented
  • Monitor the   context in BLK and implement responses to specific local emergencies in BLK
  • lead the team in monitoring financial performance against agreed budgets, participate in monthly BvA meetings and agree budget amendment planning and actions in response to under and over spending
  • Ensure that all aspects of award management are effectively implemented including project kick off meetings and close out processes.
  • Ensure that project and programme level narrative and financial reporting is high quality and delivered in line with agreed deadlines.
  • Together with technical specialists and MEAL staff ensure that all projects are monitored effectively and implemented in line with SCI quality expectations, driving a culture of learning and continuous improvement.
  • Participate in proposal and budget development processes and ensure project designs and budgets are realistic, feasible and appropriate.
  • Ensure that the FSL programme contributes to effective KPI management and participate in KPI improvement planning and action as required.
  • Collaborate with the S&S team to ensure that staff are safe and understand all S&S procedures and policies.

Personnel Management and Leadership

  • Ensure appropriate project and programme staffing, in line with agreed operating models and country office organisational structure
  • Ensure the implementation of SCI performance management processes, manage underperformance in line with SCI policy and celebrate success
  • Ensure that the FSL team access career development opportunities and that team members are continuously support in meeting their development goals
  • Build a culture of accountability and integrity across the FSL team and contribute to creating positive and accountable teams across the BLK programme       

Representation and Coordination

  • Represent SCI to provincial authorities and build constructive relationships with key provincial authority staff in line with the SCI Afghanistan engagement policy
  • Participate in UN and provincial authority coordination mechanisms
  • Engage and collaborate with INGOs and local NGOs as required
  • Represent SCI to local communities, build strong relationships with community leaders and ensure communities understand SCI’s vision and programmatic approaches
  • Participate in donor and SCI Member engagement as required       

Safeguarding and Gender

  • Ensure that all FSL team members understand SCI’s safeguarding policies and their personal responsibilities to implement safeguarding policies (awareness, prevention and response)
  • Ensure that all FSL team members complete mandatory training and that periodic refresher training is conducted (safeguarding, fraud, anti-harassment)
  • Ensure gender balance in the FSL team and that female staff are afforded opportunities to develop and progress their careers
  • Ensure that the SCI BLK programme is a safe working environment for women, that there is a zero tolerance to harassment and bullying, and respond in line with SCI policy and expectations to harassment allegations and incidents.

Job Requirements

QUALIFICATIONS

  • Education: Bachelor’s Degree (Social Science, Project Management or Gen. Management)

EXPERIENCE AND SKILLS

  • 5 years experience in managing large programmes/projects in challenging contexts.
  • Previous experience in managing projects funded by BHA, ECHO, WFP, WHO, UN Agencies
  • Strong representation and communication skills and sensitive to the cultural and social environment.
  • Good written and spoken communication skills in English and fluency in Dari
  • Previous experience in building and promoting gender equality in the work place and a clear understanding of the gender issues and challenges in Afghanistan
  • Excellent understanding of the BLK context and previous experience of delivering   programming in BLK 
  • Computer skills (including word processing, spreadsheets, email, internet, excel, and power point).
