Job Description

Primary Responsibilities

Finance

  1. To ensure that complete and accurate books of accounts have been maintained in accordance with the generally accepted accounting principles and British charity act SORP and maintained complete oversight of the general and subsidiary accounting ledgers.
  • The finance Controller assumes overall responsibility for the general ledger for the organisation including data integrity, completeness and accuracy of the financial information. The accountant takes charge of the accounting records of the organization including preparation financial reports for the combined entity and its individual branches as well as cost pool financial reports in consultation with budget holders and the Deputy Director of Finance and Administration.
  • Ensure that all financial records and accounts are compiled on time, accurately and in line with international accounting standards and donor regulations.
  • Assists in developing and implementing new accounting techniques and systems or in modifying existing methods and procedures.
  • Ensure all finance procedures are consistent with organizational and donors standards.
  • Manage daily activities of accounting and finance functions including timely recording of transactions, cash management, banking, assets, receivables, and payables.
  • To ensure that all financial transactions are fully supported and are all captured in the financial system on a daily basis. Manage all routine financial activities and supervise HO direct reporting staff, all provincial and London based finance personnel in the routine financial tasks.
  1. Prepare and/or review general and subsidiary ledger account reconciliations.
  • To ensure all financial reconciliations has been regularly done by relevant staff such as bank accounts, Cash, vendor accounts and customer etc.
  • Prepare general ledger account reconciliations.
  • Reconcile the inter-branch account to ensure that all transactions have been identified and captured in the corresponding branch at the end of each month
  • Review cost pool reports to ensure that optimum cost recovery is achieved.
  • To ensure that all financial reconciliation have been carried out including their review, carry out monthly party wise reconciliations of trail balance GL to ensure accuracy of accounts.
  • To ensure complete and accurate month end and year end procedures have been carried out in light with month end checklist and verifies financial closeout of all activities, including final payments, application of entries and financial reconciliations.
  • Ensure critical review of exchange movement to minimize the organizational foreign currency gains and losses.
  • Ensure critical review of core cost, fringe benefits and other data matching with HR record on monthly basis.
  1. Assistance to Deputy Director of Finance and Administration in the development of the Financial Systems and Financial Policies and Procedures.

Treasury

  • To manage 18th months rolling Cash flow forecast and supervise the Cash flow management on daily and monthly basis. 
  • Supervise and coordinate with programme departments on monthly Cash Requests from provincial offices before cash transfer, and ensures that appropriate balances are maintained to facilitate grant implementation.

Budget

  • Supervise the preparation of the annual budgets and work plans; monitors the effective implementation of the budget and work plan.
  • To ensure monitoring of core departments budget and operational deficit on monthly basis.

Internal Control

  • Ensure safe custody of cash and other valuables in the finance section and coordinate weekly and monthly cash counts, including spot counts.
  • Ensure and maintained proper filing system within the HO.
  • Ensure the effective and efficient use of all resources in order to keep finance costs low and ensure the security of staff.

Reporting

  • To ensure on time, accurate and complete monthly/quarterly and annual financial accounts.
  • Preparation of complete, accurate and on time annual tax return to MTO and follow up on clearance.

Capacity Building

  • Regularly participate in finance meetings to ensure compliance and to address any financial issues.
  • Maintain full compliance in accounting related work in light with external/internal auditor’s recommendations.

Peoples Management

  • As line manager, lead on staff recruitment, induction, coaching and support, and performance management of financial staff directly reporting in Head Office and in the field offices, in accordance with Afghanaid’s policies and requirements.
  • Manage and mentor staff in the Finance unit and ensure that they have clear job descriptions, performance objectives and evaluation plans. Assess and identify gaps on the capacity of finance staff and propose training and capacity building as required. Use different management methods to reward and appreciate staff and to create motivation, interest and loyalty among the finance staff.
  • Support staff in development of their personal development objectives to effectively deliver on their role and responsibility, ensuring adequate resources is available for their realistic implementation.
  • Promote the rights, equality, role and empowerment of women within finance and support all other staff in doing likewise.

Others

  • To facilitate the external and internal audits of the organization and compilation of annual audit file.
  • Supervises the daily operations of the Finance sections arrange that the financial records and supporting documents are properly stored and maintained according to the Afghanaid’s statutory and legal as well as of donor requirements.
  • Provide assistance in development of financial policies, procedures and guidelines, in view of the changes in the market/context/laws.
  • Undertake any other duties as assigned by line Management.

Job Requirements

PERSON SPECIFICATION

Education & Professional Qualification

Master’s degree from a well-recognized University in Finance/Accounting or ACCA.

Work Experience

At least 8 years’ demonstrable experience in Managerial Position, of which at least two years should be in Financial Controller position with national or international organisations.
