Job Description

Job Purpose: Responsible for the defined role and contribution in the overall implementation of IMC Kunduz and Baghlan Office

Main Duties & Responsibilities: 

Responsibilities as Finance Assistant:

  • Maintains financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements, and other day-to-day transactions and reports.
  • Prepare cash received voucher, cash payment voucher, and checking. Make daily cash reconciliation).
  • Process all financial transactions and operations in Financial Accounting System including staff and vendor payment vouchers, receipt vouchers, and journal vouchers. (RV, PV, CR, CA, BT GJ, and ETC)
  • prepares financial vouchers and monthly reports on Accounts for submission to the Finance Manager.
  • Overall management of the finance department and close supervision of sub-offices finance sections for the provision of full support to the organization.
  • Ensure project/program costs are according to approved budget lines.
  • Inform top management from deviation of project funds.
  • Keep soft and hard copies of financial records.
  • Overall cost control covered by projects, administration, and program including but not
  • limited to transportation, purchase of supplies, equipment etc.
  • Maintain a double-entry system for the financial records.
  • Write the check to the supplier and send cash to the field office when requested

Ensure all bills, vouchers, and any other documents related to finance have been signed and approved, and dated properly.

  • Prepare monthly salary payroll and timesheet in consultation with administration and request cash accordingly.
  • Communicate with His / Her Supervisor regarding financial issues and for preparing reports on regular bases.
  • Check and review the field office document

Responsibility as HR Assistant

  • Announce vacant positions on web sites as per the approved FSRF.
  • Collect CVs and screen the applications to ensure they meet eligibility and criteria.
  • Prepare long-list of all applications received and then make the short-list of the same and share it the Hiring Manager for its technical review.
  • Organize the interview panel in consultation with Line Manager.
  • Conduct initial orientation to the newly hired employees.
  • Provide MAST training for the newly hired employees within a period of one month.
  • Update Cost point by importing new hired staff related information.
  • Prepare monthly payroll including pension report and as well as unused leave reports.
  • Prepare work certificate for all staff at the end of employment with IMC.
  • Ensure HR Personal files are maintained and updated for each employee.
  • Conduct regular management of all personal files on a regular basis to ensure their completeness.
  • Ensure confidentiality of HR Personal Files. Make sure no one other than authorized staff or supervisor has the access to the files.
  • Prepare and update the staff TIN form and process new hired TIN form.
  • Track and follow up completion of all pending HR issues if any.
  • Perform any other tasks assigned by the supervisor.

As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity

Job Requirements

Qualifications: Bachelor Of Business Administration BBA, Economics, and Finance & Banking.

Experience: At least three years of relevant experience in finance and HR with NGOs/INGOs. Previous experience with IMC will be an asset, Local duty station will be given preference.

Competency : Good communication Skills in English, Dari, and PashtoExcellent interpersonal Skill

Familiar with MSOffice Package and accounting software Problems solving skill
