Job Description

Generic Responsibilities:
Ensure that cash are kept properly, payment process and other financial processes take place in adherence to Financial Handbook, other NRC policies and donor, auditor and the authorities requirements.
Make sure that daily cash counts are maintained.
Make sure posting of transactions are done on daily basis.
Make sure all the payment process on time.
Specific Responsibilities:
Ensure adherence with NRC policies, tools, handbooks and guidelines.
Implement delegated support function portfolio according to plan of action.
Prepare and develop status reports as required by management.
Ensure proper filing of documents.
Promote and share ideas for improvement of the support function.
Responsible for keeping update list of NRC Bank accounts signatories in Kabul and Field offices.
Responsible for introducing or removing NRC bank Account signatory.
Be responsible for bank transactions in line with NRC policy and procedures.
Posting of income and cost into bank cash boxes i.e. USD and AFA daily basis.
Be the focal person between SO and Field offices in regard to funds transfer requests and other payments through bank. She/he would be required to process many payments for field offices including salaries.
To ensure timely obtaining of monthly bank statement and reconciliation of bank accounts within the stipulated period.
Be responsible of accurate payroll transfer to the bank and follow-up on the transaction on individual staff accounts.
Be responsible for release of payment to contractors & other payments as stipulated in the contract/agreement(s) & in line with NRC policies and procedures. He/she could be asked to make payments through cash/cheque within the Kabul city anywhere. No exception to this unless a clear security risk exists.
Ensure control for the prevention of waste, fraud and mismanagement before processing the payments.
Keep good control of the Field offices, banks details and assist them with tools in use by NRC.
Prepare monthly exchange rate and share with all field offices.
Responsible for keeping of cash in Support Office
Preparing daily cash count of Support office
Preparing of Cheque and transfer letter to the bank.
Responsible for clearing of advances and outstanding personal calls charges of expats the staff.

Job Requirements

Generic professional Competencies:
Experience from working as a Support Function Officer in a humanitarian/recovery context/Bank
Previous experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities
Some knowledge of English
Context/ Specific skills, Knowledge and Experience:
3 years’ experience working as Finance Officer/Cashier either in an INGO/banking sector.
Bachelor degree in Finance, Economic, BBA or any other related field.
Substantial experience in dealing with cash and bank.

Monthly Salary based on NRC Afghanistan Salary Scale.
