SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

To work as finance officer KFU & reconcile KMO monthly payroll, check the documents according to the SCA rule and regulation to be ready for payment, write checks, transfer letters to the suppliers and money dealers, prepare tax documents of KMO staff, contractors, and house rent on a monthly base to Government, reconcile salary master payroll as required by auditors, prepare salary, contractors, suppliers, and house rent annual withholding tax statement. Prepare bank reconciliations.

Main Responsibilities:          

  • To check and control all the receipts and payments before the documents are given to the cashier for payment.
  • Make sure that expenditures are according to the approved budget and that the financial rules and regulations adhere.
  • To reconcile and consolidate all monthly taxes of permanent, Project, and field project staff salary contractors, suppliers, and SCA house rents and send it Tax Team for payment to the Government in close cooperation with the Head of KFU.
  • To be responsible for reconciliation of payrolls with HRU.
  • Follow up the receivables, liabilities, and stock reconciliation with the respective store in charge and CAU.
  • Check and control staff monthly payrolls for calculation, accounting codes, tax calculation, and other financial requirements.
  • To be responsible for the filling system of KFU.
  • To do compliance checks of KMO expenditures before approval of the Head of KFU.
  • Keep financial records of KFU.
  • To write cheques, transfer letters to the banks and keep the record for Bank Transfers in the absence of the Senior Finance officer.
  • To receive approval for all prepared cheques and bank transfers from the Bank signatory.
  • To handle cash in the absence of the cashier and maintain the safety of cash in considering the SCA cash insurance policy.
  • To receive the bank statements from the banks and keep the record of bank transactions that are used for monthly bank reconciliations and do the bank statement reconciliation.
  • To be responsible for filing of all taxes slips and other support documents related to taxes payments.
  • To assist Senior Finance officer in recording, and reconciliation of bank transactions.
  • Actively contribute to the successful development and good reputation of SCA.
  • To perform any other tasks as required by the Head of KFU.
  • Act according to the policy and regulations of SCA.
  • Promote an attitude of team spirit and a strong focus on quality.
  • To communicate all technical issues with her superior.
  • To train the staff of other units on how they use the standard forms (for instance, per diem & travel cost form, Imprest application, Advance, etc.)
  • To communicate with HRU regarding new employment and upgrading issues & to reconcile the payroll with HRM records in close cooperation with HRM.
  • To participate in meetings and workshops.
  • To transfer SCA staff monthly salaries to their bank accounts and update Head of KFU and Senior Finance officer.
 

Job Requirements

  • Bachelor’s degree, Graduated from Faculty of Economy, holder of BBA from any relevant institute, or equivalent in the related professional field.

Experience:

  • At least 2-4 years of working experience in the related field preferably with one of the International NGOs, UN agencies, or similar organizations.

Others:

  •  Supervisory, team worker, analytical, and troubleshooting skills
  • Experience in planning, reporting, and budgeting
  • Fluent in speaking, reading, and writing English, Pashto, and Dari languages.
  • Computer skills at operator level, especially with MS Office package.
  • To be very good at arithmetic and calculation.
  • Willing to visit banks.
  • To be an Afghan Citizen.
  • Honest, proactive, and well-mannered.
