Overall Purpose of the position
Under direct supervision of the Finance Manager, He/She will be responsible to undertake the following tasks.
Main Duties
Finance Processing
Ensure that the financial transactions in the office are undertaken in accordance with BBC policies and procedures and its accounting standards; especially ensure necessary supporting documents is maintained.
Responsible to prepare vouchers and post the transactions on timely basis to the accounting software operated by BBC Media Action-Afghanistan.
Assist the Finance Manager in preparation of month/ year end reports, ministry of economy reports including the bank reconciliation to HQ office.
Responsible to prepare and submit withholding taxes to MTO and take care of annual income tax returns.
Manage the petty cash disbursements, reconciliation and all supporting documentation, ensuring that replenishments are made on a timely basis to support the needs of the office. Safe guard the petty cash following relevant security procedures.
Timely payment of employees’ income taxes and pension payments, as well as taxes for house rent, vehicle rent and consultant taxes.
Responsibility for the payment of invoices to suppliers in line with BBC Media Action policies and procedures.
Support the Finance Manager in the application of procurement policies and processes, ensuring compliance by staff through vigilant checking and control of documents.
Responsible for the follow up and payment of advances to staff and partners for their expenses, (Ensuring the advances payments are made and advances are off set in accordance with BBC MA policy and procedures.),
Supporting the efficient operations of the organisation by minimising the amount of cash that staff handled by seeking alternative means of payments.
Checking the safeguarding of fixed assets ensuring the Fixed Assets Register is updated and the whereabouts of assets are recorded on a timely basis.
Assist the Finance Manager in submission of financial reports to donors and the development of budgets; this includes providing ongoing support to partner organizations.
Supporting the Finance Manager on an adhoc basis with any other finance or operational matters as required.
Any other finance related task assigned by line manager.
This position reports to the Finance Manager
Required knowledge, skills and experience
At least Bachelor Degree preferrably in Business Administration (BBA, B.Com) or ACCA part qualified.
At least 4-5 years’ experience of financial experience with registered NGO or other reputable organisation.
At least 3 years of working experience with a medium size I/NGO in the same capacity.
Proven ability to manage multiple priorities at the same time.
Fluency in English as well as Dari and or Pashto
Good interpersonal skills to establish effective working relationships with other teams.
Experienced with accounting software Access Dimensions and or any other universal accounting tools.
Strong team player; able to

Willingness and ability to take the initiative not only in identifying problems but also in suggesting and implementing solutions.
