Job Description

Work closely with key internal stakeholders (project/programme managers, audit & compliance, C&C), deals with the impact Areas to ensure that financial activities are in accordance with donor's regulations BHA USAID  grants). Make sure we are compliant with donors' regulations, define and build excellent relationships with the program management team including provincial managers and budget holder for the BHA USAID Awards.

KEY AREAS OF ACCOUNTABILITY:

  1. Perform the duties of the key finance contact for the (BHA) USAID  awards and address all financial issues related to BHA USAID awards.
    • Assist the Finance Dept. in developing the financial reports of BHA Projects.
    • Provide support to Finance Dept. on support cost.
    • Work closely with the Budget holder, sub budget holders and finance staff regarding the program financial issues.
    • Communicate with the Awards Dept. regarding the program financial issues.
    • Development of reporting tools based on Donor requirement.
    • Update and proof check that the report data processed by the reporting tool is accurate as per the Donor requirement.
    • Development of budget template tools Budget revision, reclassification for BHA USAID Awards.
    • Reporting to donor for in-kind contributions.

 

  1. Ensure proper review of the BHA USAID Awards transactions and its accurate coding 
  • Review the transactions related to the USAID Awards and ensure that the transactions are coded and allocated properly.
  • Ensure that transactions are supported by appropriate required documents and well justified as per SCI and donors requirements.
  • Provide inputs to the salary allocation of the BHA Awards to the payroll staff / budget teams and ensure that salaries of the BHA Awards staff are allocated properly.
  • Is responsible to convert the BHA financial transactions from Agresso exchange rate to OANDA in financial system of SCI as well in reports.

 

  1. Take the lead in projections and budget monitoring of the BHA Awards.
    • Work with the budget holder regarding the projections and ensure that projections are accurate and are submitted to the management, awards Dept. and finally to the donor on timely basis.
    • Prepare the monthly BVAs indicating actual vs projections and actual vs. budget and circulate the BVA to the budget holders, provincial managers and other relevant staff.
    • Conduct monthly financial monitoring of the BHA  Awards spending and review of the actual vs budget and vs projections together with the budget holder and ensure the proper budget monitoring of the awards.

 

  1. Work closely with other finance staff and contribute regarding reconciliation of the balance sheet accounts.
    • Ensure accrual of expense when necessary.
    • Ensure recording the entries related to the prepayment and office rent.
    • Ensure reconciliation of the relevant balance sheet account.

 

  1. Remain the key person for financial training regarding BHA Awards financial management to the staff when required,
    • Ensure that both field and main office staff is aware of the financial needs of the Awards.
    • Train both field and main offices staff regarding BHA Awards financial requirements and donor compliance (CFR 200) and ingredients of the agreement.
    • Work closely with Kabul finance regarding the staff training and ensure that relevant staff is oriented with the projects financial needs.

 

  1. Supervise BHA Awards finance staff and ensure their performance management.
    • Be part of the BHA Awards finance staff recruitment process and take the lead in the recruitment of program finance staff when required
    • Provide day to day feed back to the BHA Awards program finance staff
    • Conduct the midterm and year end performance review of the BHA Awards finance staff.
    • Provide the necessary training to the staff and ensure that staff is trained and skilled with the required skills to ensure proper financial management of the program.

 

  1. Other
  • Identify opportunities to improve internal processes, increase departmental efficiency, and increase stakeholder satisfaction
  • Maintains Grants Management manual, including updates from Save the Children International and donors.
  • Deputies for Senior Grants Manager in their absence.
  • Other tasks as requested to support effective operation of the Finance & Grants Department
  • Participation in meetings for budget revision, Financial reportings and other ad hoc issues related to BHA Awards.

Travel to field offices for visiting of financial documentations and make sure that they are following proper SCI rule and regulations.

Job Requirements

QUALIFICATIONS

Bachelor Degree in Accounting, Financial Management, Business Administration. Masters preferred

EXPERIENCE AND SKILLS

Essential

  • Recommended a minimum of 7 years' experience in a similar role
  • Excellent skills in budgeting and budget management
  • Excellent analytical skills – the ability to analyse complex financial data and design and produce effective management information.
  • Strong business acumen and the ability to contribute to strategic decisions.
  • Ability to manage a complex and diverse workload and to work to tight deadlines.
  • Demonstrated experience of line management, with good facilitation and capacity building skills
  • Strong communication and interpersonal skills
  • Flexible and adaptable approach
  • Excellent experience of computerised accounts packages, Excel, PowerPoint and Word.

Desireable

Including 2 years’ experience in grants management in a major national NGO or INGO

Including at least 5 year’s experience in a finance role

  • Strong understanding of financial systems and procedures
  • Accountancy qualification
  • Fluent in English, Dari and Pashto
